Franklin stated that: Lee Architects, on behalf of <br />Cornerstone Management Group, LTD, is requesting <br />approval of a final PUD for a 180 unit apartment <br />complex. The proposed apartment complex is <br />located in Centennial Valley Parcel "O" and <br />includes eight buildings and private amenities. <br />Homart Development L-irector, Donald Shonkwiler, <br />stated that the Centennial Valley General <br />Development Plan shows Parcel "O" as zoned PCZD <br />and approved for mixed use development. High <br />density residential was anticipated in the mixed <br />use on this parcel with the an average of 12 units <br />per acre on a total of 20.41 acres. Access to the <br />project will be provided off of Dillon Road with <br />secondary access on the north to a future road <br />linking Dahlia with Parcel "Q". There will be <br />entry signage and a bike path on the eastern <br />boundary of the lot bordering Parcel "Q" in the <br />Public Service easement. Landscaping will include <br />berming with trees o~n the west from future <br />commercial land uses. Chick Lee, Lee Architects, <br />continued with the presentation and answered <br />questions regarding the development of the <br />project. <br />Concerns expressed b~y Council included accessing <br />the project from Dillon Road with the amount of <br />traffic and the speed of that traffic. Shonkwiler <br />explained that there would be another access road <br />coming from the north and Homart's intent is to <br />finish the improvements to Dillon Road in the near <br />future. <br />Other concerns regarding the project included the <br />upkeep of the complex grounds once the project is <br />complete. Cornerstone Management explained that <br />it is important to the success of their project to <br />maintain the area by employing a property <br />management firm and an on-site management and on- <br />site maintenance person to keep the property at <br />its best. <br />Ferrera asked that Council consider having money <br />in escrow for a bikepath that is to be built at a <br />later date. Both Homart and Cornerstone indicated <br />that they would be willing to work with Council on <br />that issue. <br />Ferrera expressed concern regarding the approval <br />of Certificates of Occupancy (CO) for individual <br />buildings within the project and the timing of <br />amenities. Ferrera and Carnival asked what <br />guarantees could be built into an agreement with <br />Cornerstone for this project to ensure a completed <br />7 <br />
