Certification of <br />publication and not~.ce of public hearing were <br />established. <br />Mayor Fauson opened the public hearing. <br />Phare explained that: as part of the 1989 budget <br />review process, the Public Works Department <br />examined historic acid projected revenue and <br />expense for the City-'s water and sewer <br />enterprise funds. ~-fter the initial review, a <br />more detailed analysis was conducted in order <br />to prepare multi-year plans for water and sewer <br />user and tap fees. Based upon this analysis, <br />City Staff is recommending increases in water <br />and sewer tap fees and user fees to provide <br />adequate revenues tc- the Water and Sewer <br />Enterprise funds. <br />The proposed water rates are estimated to <br />provide for a 1.3$ operating contingency and/or <br />depreciation allowance. Highlights of the <br />rates for 1989 include increasing the minimum <br />base rate from $8.10 to $8.30 and compromises a <br />2 1/2~ increase. Thee base consumption remains at <br />9,000 gallons. This; rate increase affects users <br />in .proportion to consumption. <br />Phare compared current consumption rates with the <br />proposed rate increase using a 21,000 gallon <br />consumption for comparison stating that the <br />utility bill for wager would go from $26.55 to <br />$29.15 if this rate increase is adopted. <br />Phare stated that the additional revenue will be <br />used to cover operation and maintenance and if <br />projections are accurate can be used to fund, in <br />part, depreciation and/or create a fund balance in <br />the water operating fund. <br />Staff also recommends that water <br />increased annually x-y 3~ in each <br />five years.
