Anderson stated that: he agrees with and <br />understands the need to increase fees as necessary <br />to ensure adequate service at all times, but still <br />has concerns regarding increased tap fees limiting <br />development in Louisville. This is counter <br />productive to what this Council is trying to <br />achieve and he would like to look at another <br />approach to generating the revenue. <br />Mayor Fauson stated that the City of Louisville <br />offers its residents many services/amenities and <br />does not feel that these fees would be detrimental <br />to its current residents or any anticipated <br />growth. <br />In response to a question by Carnival, Asti- <br />Caranci explained that in the water fund retained <br />earnings, we are at a deficit of $13,000 at year- <br />end 1987. Carnival stated that this Ordinance <br />shows that this Council is trying to be fiscally <br />responsible to the citizens of Louisville. <br />Carnival stated that: if we are not currently <br />meeting the costs of` operations in the water fund, <br />it is necessary to adopt this Ordinance. Carnival <br />agreed with Mayor Fauson that the City of <br />Louisville has a great deal to offer and that we <br />need to increase andl maintain funds to continue to <br />offer a quality community to its residents. <br />Anderson stated that. the revenue from the increase <br />in water user rates, coupled with the increase in <br />water tap fees go into one fund, a fund that has a <br />deficit by not matching the expenditures. Phare <br />explained that is true only on the operational <br />side in the amount of $100,000 - $150,000 for <br />1989. Phare continued stating that if the City <br />has a reasonable wager sales, the City may be able <br />to have water sales (charges for water consumed) <br />balance with the charges we have for producing and <br />operating the plant~~. If that balances, then the <br />revenue from the tap fees will also assist in <br />maintaining the fund balance, debt retirement and <br />future capital projects. Stahl stated that over <br />the long term, the City needs to have a reserve <br />from the tap fee side, while the user fees balance <br />themselves. <br />Anderson agreed that: this is a reasonable increase <br />proposed within the Ordinance based on the <br />projections staff presented. <br />Ferrera stated that he agrees with the point <br />system outlined in t:he Ordinance for sizing of <br />taps because in Ferrera's opinion it makes the <br />developer aware of t:he need for water <br />6 <br />
