06/02/87
Carnival also agreed that sidewalks on both sides
of the street is desirable and necessary.
Hoyt stated that in providing move up housing,
bigger isn't necessarily better. The market is
different at this level. A feel and a look with
some unique design feature is desirable. Hoyt
also felt that the maintenance of sidewalks is an
important issue for the City to consider. Hoyt
stated that the safety issue doesn't seem to be a
factor as there are several developments within
Boulder County and the surrounding areas where
this type of feature has been around for a long
time.
Mohr stated that if the safety issue is real, he
would agree then that sidewalks on both sides of
the street are necessary. Mohr feels that more
information needs Ito be available before making a
final decision.
Anderson stated that a specific environment is
necessary to markett the type of housing proposed
at The Grove. Thoese differences create the
opportunity to develop up-scale types of housing.
We have environmental factors that can be utilized
for this type of development. If safety is an
issue, then sidewalks should be placed on both
sides. However, Anderson feels that if safety
isn't the issue, this type of plan makes sense and
would recommend approval.
Scarpella stated that he feels that this type of
development does not create any problems for the
City or the residents by having a sidewalk on one
side.
Mayor Fauson asked that Council consider delaying
final vote on The Grove until more information can
be provided and suggested that Council look at
other subdivisions where this type of design was
used.
Mayor Fauson moved that Resolution #16 be delayed
to the June 15th meeting so that Council will have
an opportunity to z~eview the Agreement more
thoroughly. Anderson seconded. Unanimous.
RECESS Mayor Fauson callec~ for a 10 minute recess.
RESOLUTION #17 - 1987 BUDGET AMENDMENTS - SF'sT
PUBLIC HEARING Rautenstraus read :Ln its entirety Resolution #17,
"A Resolution amenciing the 1987 Budget by
decreasing or incrE~asing revenues and appropria-
tions in the General Capital Improvement, Special
7
