would help Louisville in that it would increase the <br />City's business baSE3. I think its important to <br />participate in the Authority for the sake of the <br />freeway's alignment. "We want to increase our <br />commercial base and at the same time we'd like to <br />protect our environment." Sackett stated that while <br />he supports those goals and needs Ms. Monson <br />referred to within the community, he feels that W- <br />470 is important in reaching those goals rather than <br />a hindrance. <br />Anderson stated that he has concerns over the <br />allocation method. In looking at the alignment and <br />the way things will occur in the future and the <br />ultimate benefactors of W-470, is the allocation <br />method appropriate. It will certainly impact <br />entities that have either chosen not to participate, <br />i.e, Boulder County, or will be much more greatly <br />impacted in comparison to the appropriation request, <br />i.e., Superior. Anderson stated that it is his hope <br />that some time in tlhe future another method of <br />appropriation can be devised so as not to put these <br />calculations out of focus. "I want to make sure <br />that we only pay, i~E we do participate in this, our <br />share, and not somebody elses..." <br />Szymanski stated that the Finance Committee did look <br />at the formula for the allocation. Realizing that <br />Mayor Pro Tem Mohr is on the Board of the Authority, <br />and is out of town f`or this meeting, the Committee <br />decided to take this issue up with Mohr to see what <br />other methods could be used for allocation. At this <br />point, it would seem appropriate to approve the <br />method and the allocation until a time when the <br />procedure could be looked at in more detail. <br />Szymanski moved that Council approve the transfer of <br />$6,312 out of the 15!87 Contingency Fund for the W- <br />470 Authority Budget request. Sackett seconded. <br />Unanimous. <br />ORDINANCE #936 - AMEND CHAPTER 2.36 - WRITE-]CN CANDIDATES 1ST READING - <br />SET PUBLIC HEARING Rautenstraus read by title only Ordinance #936, "An <br />Ordinance amending Section 2.36.050 of the <br />Louisville Municipal Code concerning Write-In <br />Candidates in Municipal Elections." Permission is <br />being sought to plat:e the Ordinance out for <br />publication and a public hearing set for September <br />15, 1987. <br />Szymanski asked if there was a need to have this an <br />emergency ordinance with the election so near. <br />Rautenstraus explained that the Ordinance would be <br />in effect by the time the eight days occurred and <br />5 <br />
