"We want to increase our commercial base and at the same time we'd like to protect our environment." Sackett stated that while he supports those goals and needs Ms. Monson referred to within the community, he feels that W- 470 is important in reaching those goals rather than a hindrance. Anderson stated that he has concerns over the allocation method. In looking at the alignment and the way things will occur in the future and the ultimate benefactors of W-470, is the allocation method appropriate. It will certainly impact entities that have either chosen not to participate, i.e, Boulder County, or will be much more greatly impacted in comparison to the appropriation request, i.e., Superior. Anderson stated that it is his hope that some time in tlhe future another method of appropriation can be devised so as not to put these calculations out of focus. "I want to make sure that we only pay, i~E we do participate in this, our share, and not somebody elses..." Szymanski stated that the Finance Committee did look at the formula for the allocation. Realizing that Mayor Pro Tem Mohr is on the Board of the Authority, and is out of town f`or this meeting, the Committee decided to take this issue up with Mohr to see what other methods could be used for allocation. At this point, it would seem appropriate to approve the method and the allocation until a time when the procedure could be looked at in more detail. Szymanski moved that Council approve the transfer of $6,312 out of the 15!87 Contingency Fund for the W- 470 Authority Budget request. Sackett seconded. Unanimous. Permission is being sought to plat:e the Ordinance out for publication and a public hearing set for September 15, 1987.
