participation through improved newsletter circula-
tion, implementatio=n of additional programs for
parents of older ch=ildren and evening programs for
working parents, and add more paid staff time.
Sackett suggested tlZat Council take time at a later
date to discuss the mission of the City and Council
and how requests such as this fit into that
framework. Although the Finance Committee is an
appropriate body to review this, Council should take
time to assess whether the City should participate
in granting these t!~pes of requests. Should the
City first concern itself with the construction and
maintenance of the :infrastructure. These are
philosophical questions Council should consider
prior to making any decisions on these types of
requests.
Mayor Fauson askedthat this discussion continue
to a budget work se:>sion wherein these issues can be
resolved. Council agreed.
AUTHORIZATION TO PURCHASE EASEMENTS - TREATEI) WATER TANK
PROJECT Phare informed Council that staff and Rocky Mountain
Consultants, the Cii~y's consulting f irm, have
evaluated alternate routes for locating a water
distribution main from the treated water storage
tank to the existing distribution system. The
preferred route whic=h provides for the lowest cost
requires easements jErom private property owners.
The route desired is, adjacent to the Community Ditch
from 66th STreet to the Howard Berry Water Treatment
Plant Site. In ordE:r to secure the required
easements, Rocky Mountain Consultants has been
negotiating with those property owners from whom it
would be necessary i~o obtain easements. The
easements, as negotiated, have been reviewed and
executed by the respective property owners. The
easement costs and associated conditions are
detailed in the easE~ment agreements. Staff
recommends approval of the easement agreements with
Mildred M. Bush and the Cowdery Co. for the treated
water storage tank ~>ipeline, with authorization for
the Mayor and City Clerk to execute the documents on
behalf of the City. Phare stated that the costs of
obtaining these easements were included in the
project budget.
Mayor Fauson called for a motion. Mohr moved that
the easement agreeme=nts with Mildred M. Bush and the
Cowdery Company for the Treated Water Storage Tank
Pipeline be approved. Carnival seconded.
Unanimous.
5
