software, contingents on Council approval and taking <br />delivery by December 31, 1987. Summaries of the <br />Computer System InvE~stment, Finance Committee's <br />recommendations of :Financing and other <br />justifications were presented to Council. The cash <br />purchase price is $92,278. This will include an <br />interfund loan of $:31,212 from the Wastewater Fund <br />of the General Fund's portion to be reimbursed over <br />the next three years (1988-90) including loss of <br />interest earning in the wastewater Fund. Payments <br />will be made to NCR as the system is deliver, <br />converted and insta7lled. <br />Bob Szymanski, Chairman of the Finance Committee, <br />added that the Finance Committee discussed in great <br />detail this upgrade over the past several Committee <br />meetings concluding that the current system is 10 <br />years old and has many limitation3. Often, personnel <br />are required to worl+: overtime as the system is not <br />multi-functional. 7Chere are tangible savings by <br />upgrading the system and will allow staff to perform <br />more functions fast~ar. The savings in maintenance <br />costs is another direct benefit to the City. <br />Therefore, the Finance Committee strongly recommends <br />approval of this sy~~tem and recommend the financing <br />as presented. "Essentially, what we are doing in <br />the General Fund is making a lease-purchase from the <br />Wastewater Fund...at a much lower interest cost. <br />The Wastewater Fund is not loosing any interest, and <br />overall the City is saving money. I think it is a <br />very unique financing mechanism where the City is <br />utilizing its resources to its maximum advantage." <br />Mayor Fauson stated that the new utility billing <br />method is much more desirable as is the City's <br />ability to print messages directly on the bill. <br />Mayor Fauson moved that Council approve the purchase <br />of the computer system. Scarpella seconded. <br />Szymanski asked than the motion be amended to <br />include the interfund loan transfer from the Waste- <br />water Fund for the cash purchase to be reimbursed <br />over the next three years (1988-1990). Mayor Fauson <br />accepted the amendment. Sackett seconded. <br />Unanimous. <br />AWARD BID - TREATED WATER STORAGE PROJECT - ]?IPELINE <br />INSTALLATION Related to this project, Phare explained that the <br />City is involved in final arrangements for easements <br />along the Louisvilles Lateral and have arranged for <br />the remaining easement. The pipeline portion of the <br />project parallels tYie Community Ditch and Louisville <br />Lateral requiring easements from private property <br />owners. <br />3 <br />
