REGULAR BUSINESS: <br />PROCLAMATION - SIXTY FIRST ANNIVERSARY OF LC-UISVILLE PUBLIC <br />LIBRARY Mayor Fauson declared the week of November 16 <br />through the 20th as, the 61st Anniversary of the <br />Louisville Public Library. <br />RESOLUTION #34 - BOULDER VALLEY SCHOOLS BOND <br />ISSUE Rautenstraus read in its entirety, Resolution #34, <br />"A Resolution of support for the Boulder Valley <br />School District Bond Issue scheduled for December 8, <br />1987." <br />Hundley explained that at its November 4th Work <br />Session, Council heard. from Dr. James Hager, <br />Superintendent of Boulder Valley Public Schools, <br />regarding the school bond election scheduled for <br />December 8, 1987. Recognizing that this school bond <br />election includes funding for a new Elementary <br />School, improvements to Louisville Middle School, <br />and completion of Master Plan Improvements to Cen- <br />taurus High School, the Council expressed their <br />desire to support publicly this bond issue. <br />Mohr invited anyone interest to attend a Chamber of <br />Commerce luncheon where Mr. Hager will be speaking <br />on this issue. <br />Mayor Fauson moved that Resolution #34 be adopted. <br />Sackett seconded. By Roll Call Vote, Resolution #34 <br />was adopted unanimously. <br />PUBLIC COMMENTS/COUNCIL DISCUSSION ON <br />W-470 ALIGNMENTS Hundley explained thhat at the November 12th Work <br />Session, Council discussed the relative merits of <br />the Northwestern and Southeastern Alignments of W- <br />470 as it passes near or through Louisville. At <br />the conclusion of the discussion, Council asked that <br />this item be placed on tonight's Agenda to enable <br />the public to comment on the alternative alignments <br />through Louisville and to enable Council to discuss <br />the issue further and select a preferred alignment <br />if a final selection is deemed advisable. <br />Leon A. Wurl, Executive Director of the W-470 <br />Authority, presented the report on Phase II of the <br />W-470 Study. Mr. Wurl spoke specifically to con- <br />cerns regarding generating revenue for the project. <br />There are seven ways under the new law in which the <br />Authority can generate revenue - five of which re- <br />quire a vote by the people, two do not. Of the two <br />that do not, one deals with value capture areas (tax <br />increment financing;) and the other provides for <br />highway expansion fees.
