Mr. Wurl gave an overview of how the various studies were conducted. With regard to funding, Mr. Wurl stated that 75-80~ of the money needed to repay the bonds and interest for the cost of this project will come from toll. Wrien a final alignment is deter- mined, then the specifics can be studied, projected and developed by specialist in toll projections. The preliminary schedule calls for this study and the land use data information study to be completed by the end of 1988. Until this information is completed, the project cannot be evaluated or started. Once the Task Force makes their recom- mendation to DRCOG, DRCOG will make that recommenda- tion to the Authority. Mr. Wurl stated that it will then be the responsibility of the Authority to set a plan that incorporates this process and will give everyone "plenty of opportunity to tell us what they think about the project as it progresses." In response to the need of W-470, Mr. Wurl stated that the study has determined very clearly that there is a need for this highway, more specifically the study clearly shows that Boulder County is the greatest generator c-f traffic of all the jurisdic- tions within the study. Mr. Wurl stated, "Not building a highway is not the answer." Everyone has concerns, very legitimate concerns. And these con- cerns need to be looked at and addressed as the project progresses. Anderson stated that: he shares the concerns, i.e., economic development:, alignment, noise and visual concerns, and is not totally convinced that there is a solution yet. However, the project has a great deal of benefit and merit to Louisville and with regard to the foresight to plan for the future, this beltway is an effective method of transportation. Anderson will continue to look very closely at the impacts on this community. Sackett stated that one of the goals of this Council is to avoid increasing taxes of all kinds. W-470 is part of an overall p:Lan for Colorado that includes the development of a new airport. This plan enable Colorado to attract future business without jeopar- dizing our environment. Sackett stated, "If we can attract future business and commercial growth with W-470, there might be some advantages. I think the alignment is what we want to talk about tonight more than whether or not W-470 is needed." The alignment is a very important i"actor and Sackett stated that visibility is important and should be considered as is the question of the placement of an interchange at Dillon and 96th Street. The northwest alignment allows for both the visibility and the interchange. 5
