Mr. Wurl gave an overview of how the various studies <br />were conducted. With regard to funding, Mr. Wurl <br />stated that 75-80~ of the money needed to repay the <br />bonds and interest for the cost of this project will <br />come from toll. Wrien a final alignment is deter- <br />mined, then the specifics can be studied, projected <br />and developed by specialist in toll projections. <br />The preliminary schedule calls for this study and <br />the land use data information study to be completed <br />by the end of 1988. Until this information is <br />completed, the project cannot be evaluated or <br />started. Once the Task Force makes their recom- <br />mendation to DRCOG, DRCOG will make that recommenda- <br />tion to the Authority. Mr. Wurl stated that it will <br />then be the responsibility of the Authority to set a <br />plan that incorporates this process and will give <br />everyone "plenty of opportunity to tell us what they <br />think about the project as it progresses." <br />In response to the need of W-470, Mr. Wurl stated <br />that the study has determined very clearly that <br />there is a need for this highway, more specifically <br />the study clearly shows that Boulder County is the <br />greatest generator c-f traffic of all the jurisdic- <br />tions within the study. Mr. Wurl stated, "Not <br />building a highway is not the answer." Everyone has <br />concerns, very legitimate concerns. And these con- <br />cerns need to be looked at and addressed as the <br />project progresses. <br />Anderson stated that: he shares the concerns, i.e., <br />economic development:, alignment, noise and visual <br />concerns, and is not totally convinced that there is <br />a solution yet. However, the project has a great <br />deal of benefit and merit to Louisville and with <br />regard to the foresight to plan for the future, this <br />beltway is an effective method of transportation. <br />Anderson will continue to look very closely at the <br />impacts on this community. <br />Sackett stated that one of the goals of this Council <br />is to avoid increasing taxes of all kinds. W-470 is <br />part of an overall p:Lan for Colorado that includes <br />the development of a new airport. This plan enable <br />Colorado to attract future business without jeopar- <br />dizing our environment. Sackett stated, "If we can <br />attract future business and commercial growth with <br />W-470, there might be some advantages. I think the <br />alignment is what we want to talk about tonight more <br />than whether or not W-470 is needed." The alignment <br />is a very important i"actor and Sackett stated that <br />visibility is important and should be considered as <br />is the question of the placement of an interchange <br />at Dillon and 96th Street. The northwest alignment <br />allows for both the visibility and the interchange. <br />5 <br />
