PRESENTATION BY STATE REPRESENTATIVE <br />SANDY HUME Rep. Hume updated Council on several pending bills <br />being considered by State legislators. SB 36 is <br />an effort to increase the motor fuel tax with a 6 <br />cent increase on gasoline and an additional 1 1/2 <br />cents on diesel fuel. SB 123 deals with grade <br />separations and was introduced by Hume. Other <br />bills were described by Hume to Council. Hume <br />then presented Council with a new State flag that <br />was flown over the State Capitol. <br />DISCUSSION - CITY POSITION ON CURRENT <br />STATE LEGISLATION <br />Five specific State legislative bills were <br />described to Council: 1) HB 1289 Air Pollution - <br />strengthening the existing State air pollution <br />statutes; 2) HB 1343 Establishment of "Lotto-type" <br />games; 3) SB 36 Motor Fuel Tax Increase; 4) HB <br />1019 Nobel Bill Cap Removal - removing the $50 <br />million limit on State sales tax revenues <br />allocated for highways and streets; 5) HB 1035 <br />Sales Tax Simplification. <br />After discussing each bill, Council unanimously <br />endorsed HB 1289, SB 36, HB 1019 and HB 1035. <br />Council opposed HB 1343 in principal but if it is <br />to be passed, the distribution of money should be <br />allocated on the 50-40-10 basis. <br />APPROVAL OF 1405 FUNDING FOR <br />SOUTH BOULDER ROAD PROJECT <br />Hundley explained ghat since preparation of the <br />1986 Capital Improvement Program Budget, the City <br />has been anticipating street construction funds <br />from Boulder County for completion of that portion <br />of South Boulder Road adjacent to property under <br />County jurisdiction. The funds proposed for this <br />roadwork are generated by the excess mill levy <br />that Boulder County has for completing major road <br />construction projects. In order to clarify the <br />City's and County's respective responsibilities <br />and rights, an agreement has been prepared <br />identifying the obligation of each party as to the <br />completion of SoutYi Boulder Road and the <br />appropriate funds t:o be attributed. This <br />agreement would implement the City receiving <br />$450,000 from Boulder County for completing <br />improvements on SoL~th Boulder Road. <br />There will be no berming or landscaping on that <br />portion from Washington to McCaslin at this time <br />as it is very expensive, Phare explained. <br />Szymanski moved that Council approve South Boulder <br />Road Intergovernmental Agreement with <br />2 <br />
