presented in the Fiscal Impact Analysis are
unreliable. Ann Meredyth felt that Council was
not fulfilling their campaign statements of
actively pursuing commercial growth vs.
residential growth.
Council each responded to concerns and asked staff
to respond to many of the statements concerning
the fiscal analysis.
Wanush compared the: fiscal analysis that was done
in 1983 to this year's analysis explaining that
the 1983 statement took the entire City's General
Fund Budget and divided it by the number of units
giving a cost per unit figure. What was done
differently in the 1986 analysis, Wanush stated,
was that this cost per unit figure wouldn't
necessarily apply to each additional unit. Every
project coming into the City will give different
results depending on roads, location, water
situation, density, etc.
Anderson commented on the issue of school
overcrowding and stated that he certainly feels
that is a valid concern and feels that there must
be a way to work with the School District to
divert this potential problem.
Mayor Fauson stated. that a comprehensive study has
been completed by the School District and they
will be speaking to Council on the May 6th City
Council Agenda.
Anderson denied the statement that Council is
breaching campaign statements. No one presently on
Council one has "gone out and sought residential
development." The :inference that this is a move
to solicit residential development vs. commercial-
industrial is not true. There is an "air of
responsiveness" by this Council that they will
look at requests, not necessarily approve it. "I
personally do not have enough information to
approve or deny this tonight and it is my thought
that I would like t;o see this (Public Hearing)
continue."
Mohr agrees that he also needs more information
before making a decision on this issue. Mohr
responded to a statement Ann Meredyth made
concerning comments Mohr allegedly made. Mohr:
"In regards to Ann's comments which were taken out
of context -- my comments about building as fast
as possible -- my comments were made in the
context of the cap, the number of houses per year,
the maximum that was put on by Councils in the
6
