decisions and suggests that Council proceed with
adopting this ordinance.
Szymanski stated ghat his position has nothing to
do with the merits of this ordinance. His
opposition is to the process as the structure of
the government is being changed and he believes it
is up to the people to do this by vote and will
not support this ordinance.
In response to Anderson, Rautenstraus explained
the process by whit:h this ordinance could be
brought to a vote of the people -- by referendum
petition of the people or a special election could
be set by Council t:o vote on the issue or by a
question at a regularly scheduled election.
Ferris stated that special elections cost in
excess of $2500.
Anderson concurred with Mohr's statements on the
necessity of this ordinance to create stability
and it is his opinion that an election would prove
the same. He is prepared to deal with it this
evening and will support the ordinance.
Sackett stated that: the more often there is an
election, the higher the probability that one will
listen to constituents. Sackett feels that more
people will become more involved with the current
two-year term, as opposed to making a four-year
commitment and is riot in favor of changing the 90
year tradition.
Carnival stated that he will support this
ordinance because of the outcome of this Public
Hearing where the majority of those who spoke to
the issue were in favor of it's passage and that
as a Councilmember :he was given a clear mandate as
to the direction the citizens would like to see
the City pursue. This is one more step to provide
that direction for the citizens of Louisville.
The Public Hearing was closed and Mayor Fauson
asked for a motion.
Mohr moved that Ordinance #888 be adopted.
Carnival seconded. By Roll Call vote, Ordinance
#888 was adopted 5-~? with Szymanski and Sackett
voting no.
ORDINANCE #889 - FIGHTING WORDS -
PUBLIC HEARING Rautenstraus read by title only Ordinance #889,
"An Ordinance amending the provisions of the
Louisville Municipa]. Code concerning assault and
8
