retail office, research park and a corporate use.
During this time both Biella and Menkick worked
with the Town of Superior exclusively. However,
one developer withdrew his plan when it was deter-
mined that Superior would not be in a position to
serve the needed water. Another developer made a
generous offer to the Town of Superior and was
turned down by Superior. After these efforts,
Biella and Menkick then approached the City of
Louisville. Menkick feels that the inclusion of
this land into the City of Louisville will still
directly benefit the Town of Superior in that a
waterline will be brought across U.S. 36 almost up
to Superior's boundary at no cost to them. Also,
commercial development tends to spawn other
development. Superior has other quality land for
their own commercial and residential development
considerations. Menkick stated that this
annexation will be of great benefit to the City of
Louisville by expanding greatly its tax base.
Mayor Fauson asked for anyone wishing to speak in
opposition to the annexation request.
Jerry McElroy, 204 William Street, Superior,
stating that it is not true that the Town of
Superior turned their annexation proposal down.
Negotiations may have been stalled when the Town
asked that Biella/Menkick to wait until the
Superior water study could be completed. McElroy
stated that it is his opinion that the Town of
Superior does not want to be saved from the City
of Broomfield, but rather from the City of Louis-
ville. McElroy feels that this could have been a
win/win situation with a revenue sharing plan.
This annexation will negatively affect the Town of
Superior and "a yes vote from the Council of
Louisville tonight will be by no means the last
heard on this issue."
Other residents from the Town of Superior asked
that the City of Louisville deny this request as
it will promote noise, pollution and increase
crime due to commercial development.
Residents of the City of Louisville
annexation stated concerns over the
of U.S. 36 geeing it as a negative to
Louisville. Some residents were not
the inclusion of the parcel of land
side of the interchange, but greatly
annexation of the land on the south
that other parcels are available for
growth without having to cross U.S.
opposing the
crossing
the City of
opposed to
on the north
opposed the
side stating
commercial
36.
6
