would be coming in for a project this size and <br />then a minimum of 30 days, often 60 days, before <br />bids are awarded. <br />Szymanski stated that he felt somewhat uneasy with <br />bids going out before the City has obtained final <br />State approval as the State seems to be moving <br />slowly and it could still take several weeks. <br />Mohr expressed the same concern. <br />Phare agreed but felt that winter weather was fast <br />approaching and the City needed to get this <br />project going so the plant would be up and <br />operable as soon as possible. Phare suggested <br />that during the bid process the City can postpone <br />the date on which bids are accepted, but begin the <br />bid process and if the site application is not in <br />as the deadline approached, then postpone the bid <br />date another 3 weeks. Phare explained that the <br />desire to begin the bid process as quickly as <br />possible was due to "a very good market" right now <br />and the City could then "apply a little pressure" <br />to the State to get some action on the City's <br />request as we have been more than patient in this <br />situation. Also, awarding of bids would not take <br />place most likely until the first of November and <br />a construction period running as much as 12 <br />months. It is more desirable to start the plant <br />up before winter, hopefully October if the bid <br />process could begin now. This is the <br />recommendation of the engineering firm. <br />Hundley concurred with Phare and recommended that <br />Council proceed. <br />Carnival suggested the contract have a clause <br />stating that bids would not be opened or awarded <br />until site application has been approved by the <br />State. <br />Mayor Fauson moved that Council authorize staff to <br />obtain bids on the Wastewater Treatment Plant <br />Expansion Project. Sackett seconded. <br />Carnival moved that an amendment to the motion be <br />added to include language stating that bids would <br />not be awarded until site application has been <br />approved by the State. Szymanski seconded. <br />Unanimous. <br />Mayor Fauson called for a vote on the motion with <br />the amendment.
