Anderson stated that "if the City funds <br />depreciation which is financially prudent and we <br />can take care of some of the repairs and <br />maintenance items that we're suffering on now for <br />the future, at a 55~ increase in one year, <br />justifies in my mind that depreciation be funded <br />and that impacts dramatically the amount of <br />surplus thats projected off this rate increase and <br />I see that its not really a surplus of any <br />magnitude at all. I would also like to point out <br />that its high time that we dealt with this problem <br />of deficit that we have funded tremendous sums of <br />money over the years and its time that we begin to <br />reverse the trend and make things pay in the <br />method they should pay." Anderson felt that an <br />average increase of $2 per month per household <br />"seems rather minuscule compared to the overall <br />deficit Louisville is experiencing and I support <br />this ordinance." <br />Szymanski noted an error in Section 13.12.090 - <br />Metered Service. The rate table for 8,001 - <br />14,000 should read. "plus $1.10 for each additional <br />1,000 gallons (or fractions thereof)'! Also, <br />Szymanski questioned the language of the section <br />referring to deposits. Staff determined that <br />deposits are not collected very often and the <br />language will be studied by staff to see what if <br />any new or better reference to deposits should be <br />made within the ordinance and brought back to <br />Council at second reading. <br />Mayor Fauson moved that Ordinance #914 be approved <br />on First Reading and a Public Hearing be set for <br />October 7, 1986. Anderson seconded. Motion <br />approved 6-1 with Szymanski voting no. <br />ORDINANCE #915 - BACKHOE LEASE PURCHASE AGREEMENT - <br />FIRST READING Rautenstraus read by title only Ordinance #915 "An <br />Ordinance authorizing that certain lease and <br />agreement between Larimer Equipment Co., as Lessor <br />and the City of Louisville, Colorado, as Lessee, <br />in the aggregate principal amount of $18,288.35 <br />and in connection with purchase of a tractor <br />loader backhoe providing for lease payments; and <br />prescribing other details in connection <br />therewith." Permission is being sought to place <br />the ordinance out for publication and a public <br />hearing be held on September 16, 1986. <br />Rautenstraus explained that in order for the City <br />to enter into a lease/purchase agreement for more <br />than one year is by ordinance and historically the <br />City of Louisville has held a public hearing on <br />every ordinance that has come up.
