Hundley further explained that this proposed
increase will do three things: 1) provide for a
contingency fund; 2) provide some monies to begin
repairing existing mains; and 3) begin funding a
depreciation fund.
Szymanski wanted to make clear to the residents
that this proposed water rate increase will net
the City a 10$ increase. Customers will not
necessarily see a 10$ increase in their water
bills -- they will actually see up to a 22~
increase depending on volume of water used.
Carnival explained that this is the beginning of
what Council and staff intend to look at "over the
next couple of years to assess exactly where we
need to be."
Mayor Fauson closed the public hearing and asked
for a motion.
Sackett moved that Ordinance #914 be adopted as
amended on final reading. Szymanski seconded.
Szymanski referred Council to Section 13.08060 for
discussion and possible amendment. Szymanski
asked that the language be changed to reflect the
Mayor's ability in a water crisis to restrict
certain non-domestic water uses such as washing
cars, filling swimming pools, etc. Szymanski
moved that the change read, "for non-domestic
purposes" and delete "for irrigation or sprinkling
purposes. Anderson seconded the amendment.
Unanimous.
By roll call vote, Ordinance #914 was adopted as
amended unanimously.
Phare noted that this change will affect water
consumption beginning in January, 1987, and will
be reflected on bills received in February.
ORDINANCE #920 - HEALTH PARK ZONING -
1ST READING (Councilmen John Sackett and Steve Anderson asked
to be excused for this Agenda Item.)
Rautenstraus read by title only Ordinance No. 920,
"An Ordinance amending Title 17 of the Louisville
Municipal Code entitled "Zoning" by zoning
property of approximately 73.33 acres owned by
Harold W. Spicer." Permission is being sought to
place the ordinance out for publication and a
public hearing be set for November 25, 1986.
3
