operation and a need exists to offer additional <br />incentives to encourage participation in the <br />program which have been reviewed and approved by <br />both the Board and the State Division of Commerce <br />and Development. These changesare: 1) adding a <br />loan guarantee program which utilizes CDBG funds <br />to secure loans made by participating lenders; and <br />2) changing the use of allocated grant funds to <br />permit small awards to businesses for <br />architectural design consultation. This design <br />consultation program will replace the existing <br />grant program which would have given funds o~ a <br />50/50 matching basis to one or two businesses <br />unable to qualify for a loan. These changes do <br />not change the grant allocation or the required <br />leverage. Mayor Burger of Lafayette submitted a <br />letter requesting approval. <br />Aspects of the program were discussed by Council <br />with Ms. Martens including architectural design <br />and performance standards. <br />Mayor Fauson moved that the recommended changes <br />outlined in Mayor Burger's letter be approved. <br />Szymanski seconded. Unanimous. <br />RECOGNITION AWARD <br />AUGUST A. HIOCO A Resolution recognizing August A. Hioco, Director <br />of Community Services, was read by Mayor Fauson. <br />Hioco who has resigned effective December 31st <br />served the City of Louisville for several years. <br />PARKS & RECREATION TASK FORCE <br />FINDINGS Hundley explained to Council that at the Work <br />Session last week Parks and Recreation Task Force <br />Members outlined the details and recommendations <br />of the findings. It is Hundley's recommendation <br />that Council officially accept the findings of the <br />Task Force and indicate that Council will take <br />these findings under advisement for consideration <br />in early 1987. <br />Mayor Fauson thanked the members of the Task Force <br />for their time and effort to complete this <br />extensive study as the information is very <br />enlightening. <br />PRESENTATION - LOUISVILLE/LAFAYETTE <br />TEEN CENTER David McLallen, representative of the <br />Louisville/Lafayette Teen Center Committee, <br />updated Council on the Committee's efforts in <br />acquiring a center for teen activities and the <br />sponsoring of teen dances and other activities.
