City Manager Fleming said we will wait until bids come back and see <br />if we need to reevaluate /value engineer or come up with more funding. <br />Balser said staff has worked very hard to get BNSF moving on this project. <br />Balser gave a quiet zone update: communities along corridor are trying to <br />be strategic to save money. Crossings close together must be completed <br />together. <br />e. State Assessor TIF Proposed Modifications <br />State looking at how they calculate for increments. <br />Looking at property within URA that changes from government ownership <br />to private ownership. Change in use will be counted as increment. <br />Changes to adjoining property that increases the value of a subject <br />property will be counted as increment. <br />As development occurs along Hwy 42 and assessments increase, the <br />increased value will go towards increment. <br />Regarding implementation of HB 15 -1348 we do not need to change <br />composition of LRC to be in compliance with the language. <br />Items for Next Meeting March 14, 2016 <br />A motion was made to reschedule the next meeting to Friday, March 18, <br />2016. McCaslin <br />DELO Update <br />Possibly discuss additional funding for South Street paving? <br />Commissioner Comments: <br />Commissioner Menaker said he, DeJong and City Manager Fleming had a <br />retention visit with Boulder Creek Homes. He said the LRC should understand <br />fundamental business issues impacted by the decisions we make.
