Public Comments on Items Not on the Agenda - <br />A. Steve Rasor (409 Majestic View Drive) reported that he went to the McCaslin <br />Small Area Plan meeting. The City staff presented proposals for three separate bike <br />paths going up to Davidson Mesa from the Centennial Valley area and the Damyanovich <br />property. He thought this might be a good chance to change or move the Davidson <br />Mesa Dog Off -Leash Area. He also told the board that he and all his neighbors (eight <br />total names) sent a joint letter to City Council describing their concerns about dust and <br />polluted run -off from the Dog Off -Leash Area onto their properties. Mike asked Mr. <br />Rasor to give OSAB a copy of that letter to be included in this meeting's minutes. <br />VIII. Discussion Item: OSAB Recommended Open Space Capital Improvement <br />Projects for 2017 -2022 <br />The board was given a spreadsheet with proposed CIPs that are currently <br />approved by City Council and funded in the 2016 budget or (planned for) beyond. <br />Yellow- highlighted rows were Open Space projects, blue - highlighted rows were Parks <br />projects. OSAB was asked to rate each of eight projects as high, medium, or low <br />priority. Spencer asked what "low priority" would effectively mean. Ember clarified that <br />a low priority project was more likely to get pushed back a few years, but not necessarily <br />eliminated. The board asked, and had clarified, that these items were already approved <br />to be funded. Helen asked whether the Lastoka Property building Conservation funding <br />was truly optional, and Ember said it wasn't really since there is an IGA agreement with <br />Boulder County already in place. <br />The board felt that the Open Space Management Plan needs to be re- addressed <br />to make sure it is both updated and actually useful to staff. Mike proposed that the <br />board should have the Management Plan as a discussion item at a future meeting, and <br />having the board members to re -read it and make more specific comments. The board <br />would like to see any revisions "done right" and done in a single year, rather than spaced <br />over two years as described in the spreadsheet. The board ranked the CIPs items as <br />follows: <br />A: Lastoka Property (LOW) <br />B: Trail Projects (HIGH) <br />C: Interpretative Education (HIGH) <br />D: Boundary Treatments (MED) <br />E: Open Space & Parks Trails /Signs Wayfinding (HIGH) <br />F: Open Space Management Plan Review (MED) <br />G: Vault Restroom at Aquarius (MED) <br />H: Open Space Zoning (MED) <br />Missy would like to see the goal- setting priorities that the board set in January reflected <br />in these CIP projects. She would like to keep coming back to that document when the <br />board has these kinds of prioritization activities. The Board made a motion to add a <br />Resource Management project involving property assessment and the collection of <br />baseline ecological data (details to be determined). The board passed this motion <br />unanimously. <br />IX. Discussion Item: Create a Draft Council Communication for the City <br />Council Study Session on Tuesday, April 12th from 6:30 -8:30. <br />4 <br />
