City Council Finance Committee <br />Meeting Minutes <br />03/14/16 <br />Page 2 of 3 <br />PRESENTATION AND DISCUSSION OF THE ASSET MANAGEMENT <br />SYSTEM <br />Kurt Kowar, Public Works Director, presented an overview of the City's Asset <br />Management System. <br />Director Kowar explained that the City entered into an Intergovernmental <br />Agreement with Lafayette and Estes Park to split the licensing cost of the Lucity <br />software. The City has contracted with Envision to help with the implementation, <br />which is ongoing. <br />Director Kowar summarized each module (Facilities, Utilities, Pavement, and <br />Citizen Portal) and explained that the overall purpose of the software is to track <br />"who's working, what's being worked on, and what's the cost of the work ". The <br />software does not currently interface with the City Enterprise Resource Planning <br />System, but will in the future. <br />The Committee requested a demonstration of the software in the Fall 2016 after <br />it is completely implemented. <br />FISCAL IMPACT MODEL <br />Scott Robinson, Planner II, presented some of the basic assumptions with the <br />City's fiscal impact model and the resulting fiscal impacts of the Small Area Plan. <br />John Leary presented revenue calculations for office land use, which are <br />attached as an exhibit to these minutes. <br />The Committee requested that the revenue components of office land use <br />(specifically, the consumer use tax allocation and office worker spending) be <br />adjusted and that the model be brought back to the Committee for further review. <br />RECREATION CENTER RESPONSE TO EIDE BAILLY REPORT ON <br />INTERNAL CONTROLS AND REVENUE COLLECTION PROCEDURES <br />Kevin Watson, Finance Director, presented recent changes at the Recreation <br />Center in response to Eide Bailly's review. <br />The response and corresponding narrative can be located in the packet of the <br />March 14, 2016 Finance Committee Meeting. <br />UPDATED PERFORMANCE MEASURES <br />This item was continued to the March 22, 2016 Meeting <br />3 <br />
