He explained that as <br />of today the liens are still filed, because the sub-contractors <br />have not been paid for their work. He and some other builders have <br />been told that they can no longer proceed with their projects. He <br />felt it was time to get the City Council involved, as the agreement <br />between Meadows at Coal Creek and the City was no longer adequate. <br />He has a lot that he can't get a building permit for, because it's <br />too close to the gas well and is a safety hazard. He wanted to <br />know why the City has not released funds to cover construction <br />cos.ts on the public improvements that are there in Phase I and II. <br />He asked the City Council to determine if the existing contract is <br />ad~:quate for the further development of the Meadows at Coal Creek. <br />He wanted them to review this development every couple of months to <br />see: if it is being correctly done. He wanted the City Council to <br />override the City Administrator's position and go ahead and release <br />the building permits for Phase III.
