with the candidates. Dr. Van Orman, 1478 Franklin <br />Ct., Louisville was asked to summarize reasons for <br />applying to the Library Board. Van Orman related <br />that he is an active member of the community and <br />that it is a basic responsibility and shows good <br />citizenship. He is particularly interested in the <br />library and its services to the community. The <br />other applicant was not available for interview. <br />On the recommendation of the Library Board, Mayor <br />Meier moved that Dr. Van Orman be appointed to the <br />Library Board, Morris seconded and the motion was <br />carried unanimously. <br />CITY CLERK <br />APPOINTMENT Interviews by council of the two applicants for <br />this position were held prior to the Regular <br />Council meeting. Fauson moved that Pam Ferris be <br />appointed to the position of City Clerk, Morris <br />seconded. <br />Several of the councilmembers expressed their <br />desire to keep this position "in-house". Patricia <br />Jones-Jordan is highly qualified and extremely <br />willing to fill this position. <br />Leary expressed his concerns regarding the <br />position as being an elected position. Leary: <br />"The City did at one time in response to that <br />(keeping it an elected position) by lowering the <br />salary making it somewhat unattractive was- <br />somewhat contrary to what the voters had indicated <br />they wanted. I don't think that it's correct for <br />the Council or the City to try to control the <br />electoral process and essentially make it almost <br />mandatory. that they only person who can be City <br />Clerk would be someone who is 'in-house' <br />staff......I think that in our current financial <br />situation the duties of the City Clerk at $1,800, <br />especially dealing with elections and what have <br />you, are going to take more time away from our <br />staff than the $1,8C10 value is going to be worth. <br />Therefore, I would rather see Ms. Jordan appointed <br />to the position. I: think it would be in the best <br />interest of the City in terms of getting man hours <br />out. She applied for the position knowing what it <br />pays at this point i.n time and pretty clearly what <br />the duties are goin€; to be. I think Mrs. Ferris <br />is going to have plenty to do and it is not my <br />vote against her that has anything to do with her <br />capabilities. I think she would very capably do <br />the job and maybE~ should be the one to be the <br />person to become the Deputy Clerk. But I think <br />there is too much work that is going to be needed <br />to be done by the C]_erk to be taking it from staff <br />time at this point." <br />2 <br />
