SPECIAL REVIEW USE
RESOLUTION #8 FOR
CITY SHOP FACILITY
Rautenstraus read Fesolution No. 8, Series 1985,
"A Resolution approving the Special Review Use for
the City of Lour;ville Maintenance Facility" in
its entirety. Mayor Meier moved that Resolution
No. 8, Series 1985, be passed and adopted.
Hundley advised Council that the Planning
Commission had inadvertently not been given
related information regarding a fire hydrant and
fire code regulations submitted by Fire Marshall,
Bill Dhieux. Staffs has since contacted Mr. Dhieux
and will work very closely with him to ensure
proper fire safety conformance. Access has been
determined as adequate. At which point the
building is completely occupied and used for
storage, a sprinkler system will be installed as
per the Fire Code. Also, landscaping will go in
under Phase I as t.o be more visually appealing
from Highway 42.
Hundley indicated to Council that the existing
water line that will serve this facility is
realistically not large enough for the water
pressure needed for the sprinkler system. An 8
inch replacement line will have to be put in by
the City in the next couple of years using pipe in
stock and probably doing it "in-house."
Two Planning Commission members voted against the
resolution because of the facility being placed in
an open space area. Leary responded to this point
by stating that this parcel of land has been a
"government use parcel" and is where our se~aer
plant is and the shops are there now. "I feel the
site will be improved making it more compatible
with the setting." "It is relatively a desperate
need." The equipment would have to stay outside
all winter and have crews working on vehicles in
bad weather.
Hundley related to Council two options with
Hillhouse and Associates. Hillhouse has completed
a site plan for the entire area. This is normally
not included in standard architectural fees.
Therefore, staff and Hillhouse are working
to put everything, together in a cost that makes
sense for the total project including the overall
plans for the site. The alternatives are 1) go
with the 7~ fee, or 2) an 8~ fee based on time and
material with this figure as a top set. It is
requested of Council the ability of staff to
negotiate whatever is felt to be in the best
5
