<br />Certificate of Occupancy would not be issued until <br />the building requirements were met. Morris asked <br />if there would be no smoking area. The owners <br />were not sure, but: felt that probably there would <br />not be due to limited seating. <br />Mayor Meier closed the Public Hearing and moved <br />that the application for the Liquor License at <br />Howards Coal Creek Restaurant and Lounge be <br />approved. Cussen seconded and the motion was <br />approved unanimously. <br />PROPOSED RECREATION USE <br />OF POW WOW GROUNDS Herm Schempp, 1034 Westview, gave Council a <br />schematic showing the proposed use and an aerial <br />photo. He also presented an overview of the <br />recreational uses being proposed at the site, <br />formerly the Pow Wow Grounds. <br />Wanush explained t.o Council that approval was not <br />being requested as. Schempp has not yet submitted <br />any plans for formal approval. This was simply an <br />attempt to seek Council's opinion of the merit of <br />this proposal before continuing with the necessary <br />steps involved in a Special Review Use. The <br />zoning presently i.s Agricultural. The Planning <br />Commission was given a presentation by Schempp and <br />agreed that there was merit to the project. <br />This recreational center would be for everyone <br />including children. Bike paths and the safety of <br />children going to the site was of prime importance <br />to Schempp and asked for cooperation from both <br />cities (Lafayette) for overpasses or some means to <br />allow the safe transit of children. <br />The City would have to address the zoning issue <br />for the use of a bowling alley and miniature golf <br />course on this site possibly by further defining <br />the zoning ordinance. <br />In reminding Council that the water tap to this <br />site was a Lafayette tap, Luce asked that this be <br />addressed within the agreement procedures. Also, <br />he asked that Schempp propose ways to shield night <br />lighting. Schempp also answered Luce's concerns <br />with undermining in that ballfields were proposed <br />for the area that has been determined as <br />undermined. <br />Mayor Meier praised Schempp on the proposal as it <br />was several years in the planning. Morris <br />applauded the long needed recreational facility. <br />Johnson endorsed the ideas also. <br />4 <br />
