IMPROVEMENT DISTRICT <br />VIA APPIA - MCSTAIN McStain Enterprises would like to finish Via Appia <br />from Lafayette St.. to McCaslin Blvd. this year. <br />In order to do this, an improvement district would <br />have to be formed. The City has some <br />responsibility for certain portions of Via Appia <br />and this is an issue to discuss to in fact <br />accomplish that and get the work done as quickly <br />as possible. Since McStain has proposed PUD and <br />subdivision proposal for residential development <br />on the north side of Via Appia, Hundley recommends <br />that it would bey appropriate to do the entire <br />cross section as opposed to a half-section. <br />Tom Hoyt, McStain President, stated that the <br />advantage to McSta.in Development would be that the <br />obligation could be spread over a period of time, <br />probably 10 years. It would be impossible for <br />McStain to finance' this project without a Special <br />Improvement District backing. <br />Leary asked if the homeowners in this district <br />would be assessed both a major thoroughfare fee <br />and the bond assessment. Hoyt explained that part <br />of the major thoroughfare fund would be put toward <br />the retirement of this bond and would eliminate <br />the double assessment. <br />If Council is so inclined, Hundley would contact <br />someone with expertise in Special Improvement <br />Districts who can answer questions and/or concerns <br />in depth. <br />Hoyt felt that there would most likely be some <br />savings in doing both sections at the same time <br />and hopes to have the project finished in 1985. <br />Hundley suggested that it may be pushing to have <br />the project finis>hed this year due to statutes <br />pertaining to Public Hearing requirements, etc. <br />Traffic is now goring through Windmi 1 1 Pointe on <br />roads that are not designed as collectors or <br />arterials and once Via Appia is finished, it will <br />accommodate a lot of traffic as a major corridor <br />to get to the U.S. 36 Interchange, according to <br />Hundley. Also, McStain feels that commercial <br />development could not happen without this project. <br />Leary moved that .staff be authorized to proceed <br />and prepare more detailed information for Council <br />with regard to a Special Improvement District for <br />McStain.
