This accomplishes <br />precisely what the City outlined in 1982. <br />Lafayette could pursue additional proceedings and <br />make the decree binding on parties who did not <br />appear, according to Williamson. However, for <br />Louisville's purposes, the case is finished and <br />the terms of the stipulation will survive any <br />subsequent proceedings that Lafayette may elect to <br />pursue. The Judge's rulings were stipulations and <br />can not be appealed. <br />WILSON ANNEXATION - <br />REFERRAL TO PLANNING <br />COMMISSION Wanush explained to Council that Mr. David Wilson, <br />the owner of property currently in Boulder County <br />and 1008 surrounded by the City of Louisville, is <br />requesting that his property be annexed to the <br />City of Louisville. The property contains <br />approximately 31,920 sq.ft. and is located between <br />Bella Vista Drive <~nd Aspen Way. <br />Mayor Meier moved that the Wilson Annexation <br />request be approved for referral to the Planning <br />Commission. Leary seconded. Unanimous. <br />CITIZEN SURVEY A Citizens Survey has been drafted by staff to be <br />mailed to 300 Louisville residents and is intended <br />to solicit citizen opinions about issues affecting <br />the City's budget de 1 iberations and other po 1 icy <br />issues. The 300 residents chosen were selected <br />randomly from the City's utility accounts and each <br />respondent will be given a stamped return mailer <br />designed for easy response. <br />Nancy Gauss, Library Board Member, 1125 Main <br />Street, addressed Council on behalf of the Library <br />Board and expressed concerns with regard to <br />questions concerning the Library and how the <br />analysis of the answers would have bearing on <br />future Library budgeting. <br />Hundley responded by relating that this was put <br />together to serve as a tool to assess citizen's <br />feelings of the City's service levels and <br />priorities. No onE~ department was singled out. <br />Leary commented tYiat if a service show poorly in <br />the survey, it may not be due to budget. <br />Management may be t:he key to improvement. <br />Council and staff discussed the survey questions, <br />the methodology, and the calculation of the <br />results. Staff wa.s directed to proceed with the <br />survey. <br />6 <br />
