COUNCIL COMMENTS AND
COMMITTEE REPORTS Cussen, as Chairperson of the Finance Committee
investigating thE~ roll of the City Treasurer,
reported the committee's findings to Council. The
present roll of the Treasurer and expanding the
duties of the position were looked at and some
options suggested were 1) selective auditing of
financial transactions, 2) internal auditing, and
3) involvement as an investment advisor. Another
possibility by ghat would expand the roll of
treasurer would k~e examining Counci 1's goa 1 of
drafting a Home ]Iule Charter. Currently, the
duties are very limiting by definition and Council
generally agreed that the roll of Treasurer should
be expanded.
Rautenstraus stated that both the treasurer and
clerk have limited. duties set by State Statute and
by City ordinance, however, there does not seem to
be an overall limitation as far as what they can
do controlled by statute. Rautenstraus will delve
into this matter more thoroughly with the Finance
Committee and have information for discussion at a
future Council Work Session.
CONFIDENTIALITY Morris, having been absent at the previous Council
Meeting, stated that she would like to go on
record as supporting the Mayor's and other
Counci lmember's comments with regard to a breech
of confidentialiity by a councilmember during
negotiations on the purchase of open space land.
ADJOURNMENT
Luce related to staff that although he voted to
grant the Change Order for an extension of time on
the Water Treatment Plant improvements, he would
encourage staff to collect liquidated damages if
the project has not been completed by the July
12th deadline.
At 9:01 p.m. Mayor Meier moved that with no
further business t:he meeting be adjourned. Morris
seconded. Unanimous.
8
