RECESS Mayor Meier moved that there be a short recess at <br />8:30 p.m. <br />BOULDER COUNTY LAND <br />USE PRESENTATION Ed Tepe, Director of the Boulder County Land Use <br />Department reviewed for Council the County <br />Commissioners' proposal to consider the rezoning <br />of approximately ;39,000 acres of unincorporated <br />land affecting 5000 property owners. Mr. Tepe <br />gave each Counc:ilmember a copy of staff's <br />recommendations a:nd background material on the <br />rezoning project along with a map that defines the <br />area that is subject to this rezoning. <br />As a result of t:he presentation and Council <br />discussion, Luce proposed the following resolution <br />for Council adoptic>n: <br />RESOLUTION #17 "Whereas the City of Louisville does not feel that <br />City residents should subsidize the services <br />provided to residents of the unincorporated <br />County; and,Where<~s the City of Louisville does <br />not feel that Louisville should bear the burden of <br />providing services to County residents. <br />Therefore, we urge the Commissioners to develop an <br />equitable regulatory system to resolve these <br />issues." <br />Johnson seconded the motion. Resolution #17, <br />Series 1985, was adopted unanimously. <br />Luce contends that residents in the City of <br />Louisville are subsidizing residents in the County <br />to use the City's services. Also, in a sense, <br />residents in the City are double taxed, in Luce's <br />opinion, as everyone pays County taxes and provide <br />services to the unincorporated parts of the County <br />creating an unfair tax burden to the members of <br />the municipalities who are subsidizing County <br />services. <br />AWARD BID - GARZA CONCRETE <br />STRUCTURES - SO. BOULDER <br />ROAD MEDIAN IMPROVEMENT <br />PROJECT Phare presented to Council the bid evaluation on <br />the South Boulder Road Medians. Centennial <br />Engineering Inc. prepared the evaluation. <br />Included in the improvements will be installation <br />of patterned concrete, exposed aggregate concrete, <br />median fill, irrigation systems and plantings. <br />Staff recommends award of the 1985 South Boulder <br />Road Median Improvement project to Garza Concrete <br />Structures, Inc. <br />6 <br />
