PUBLIC COMMENTS <br />None. <br />PROCLAMATION - MENTAL ILLNESS <br />AWARENESS WEEK Mayor Meier proclaimed October 6th thru 12th as <br />Mental Illness Awareness Week. <br />RESOLUTION #21 - ADOPTION <br />OF 1986 BUDGET City Administrator., Terry Hundley, presented for <br />adoption the 1986 Budget for the City of <br />Louisville. The 1.986 Budget proposes expenditures <br />of $11,305,046 from the $11,561,958 in projected <br />revenue. The 1986 Budget also incorporates an <br />increase in the property tax mill levy from the <br />1984 level of 7.736 mills to the proposed 1985 <br />levy of 9.736 to begin funding city-wide capital <br />improvement projec:ts from city-wide sources of <br />revenue (i.e., property taxes; sales taxes) rather <br />than exclusively from growth fees. Hundley <br />pointed out that on November 5th, 1985, Louisville <br />residents will vote on a ballot initiative which <br />would raise the current 2 cent sales tax to 3 <br />cents if approved. As a consequence, Council may <br />wish to lower the proposed mill levy of 9.736 <br />mills to 8.572 mills (the mill levy consistent <br />with the State's 7~ property tax limitation) if the <br />sales tax initiative passes. <br />Mayor Meier opened the Public Hearing and <br />Rautenstraus verified certification. <br />RESOLUTION #22 - 1986 <br />FUNDS APPROPRIATION <br />ADOPTION OF CAPITAL <br />Leary asked that the Public Hearing be continued <br />to the 15th of October in order to coincide with <br />the Public Hearing on the proposed property tax <br />increase scheduled. for the same date. <br />There were no public comments in favor of or in <br />opposition to Resolution No. 21. <br />Mayor Meier moved that that the Public Hearing for <br />Resolution No. 21 be continued to October 15, <br />1985. Luce seconded. Unanimous. <br />IMPROVEMENT PROGRAM Hundley suggested to Mayor and Council that <br />Resolution #22 and the adoption of the CIP also be <br />continued to the October 15, 1985, Council Meeting <br />to coincide with the Public Hearing of Resolution <br />No. 21 and the Public Hearing on the proposed <br />property tax increase. <br />2 <br />
