(Mayor Meier abstained from <br />voting.) <br />Mayor Meier was appointed to the Louisville <br />Chamber of Commerce Executive Board. <br />PROPOSED PROPERTY TAX INCREASE <br />PUBLIC HEARING Mayor Meier opened the continuation of the Public <br />Hearing for the proposed property tax increase. <br />Hundley related to Council that proper notice as <br />per the "Truth in Taxation" procedure to hold a <br />Public Hearing regarding raising the City's <br />property tax mill levy, had not occurred. This <br />process calls for a rigorous citizen notification <br />process. The City complied with the items <br />outlined in this procedure and went beyond in <br />publication requirements by publishing in the <br />Louisville Times and the Boulder Daily Camera. <br />However, the Louisville Times neglected to have it <br />published in their last week's issue. As a <br />consequence, the City technically has not met the <br />legal requirements in order to act on this issue <br />at this meeting. Hundley and Rautenstraus <br />recommend that the Public Hearing regarding a <br />proposed property tax increase be continued until <br />the next meeting. Hundley suggested that Council <br />may wish to discuss the issue since there several <br />people in attendance wishing to address the issue <br />and then continue the hearing. This will allow <br />staff to have the proper publication in the <br />Louisville Times. Certification must be made by <br />November 1, 1985, and as long as Council holds a <br />continued Public Hearing prior to this date, the <br />City will be able to certify. <br />Leary asked for clarification on the oversight. <br />Rautenstraus related that it was not the City's <br />oversight. The Louisville Times did not publish <br />the notice the second time.
