Davidson proposed as part of this that the City reactivate the <br />Parks Master Plan Task Force and have them hold a public meeting, <br />advising Council on the citizens priorities. He stated that <br />letters had been sent to all the people who were on the PMPTF. <br />Four people have accepted. They will select the priorities and <br />recommend them to Council. Prior to the bond election, the City <br />Council would be able to pass on those priorities. He explained <br />that this is bonding for the 3/8% sales tax that was passed by the <br />voters last November. <br /> <br />Keany felt 10 years was a long time to bond out to buy property <br />now, when there is no way of knowing what the boundaries of the <br />City will be in 10 years. There might be more beneficial property <br />in that time. <br /> <br />Howard stated that if there is a list of public lands produced, <br />that the list not be made public, because it will put the land <br />owner in a bad position and it will set up the public's mind in <br />expectation that may not be achievable. He felt the only <br />properties to be made public should be the ones the City would be <br />buying. <br /> <br />Sisk suggested the addition of one or two people from the Open <br />Space Initiative to the Parks Master Plan Task Force. He suggested <br />that one or more of the people on the Task Force be business <br />people. <br /> <br />Levihn wanted to see a broad based Task Force representing all <br />parts of the City. He suggested open space acquisitions be <br />discussed at a Work Session. <br /> <br />Mayer stated that open space and the Parks Master Plan are <br />different entities. He wanted a committee of seven people on the <br />Task Force. He felt since this money was designated by the voters <br />for open space, it's a good candidate for the bonding process. He <br />was in favor of discussing this at a Work Session. He wanted <br />Council to be more creative in terms of open space, such as <br />conservation easements. <br /> <br />Howard moved that Council authorize the City Attorney to prepare a <br />ballot issue and to research all issues pertaining to a ballot <br />issue for the November election and to authorize bonding for the <br />acquisition of open space. Seconded by Levihn. All in favor. <br /> <br />RESOLUTION NO. 24, SERIES 1994 - EASTCOR - CENTURY BUSINESS PARK - <br />FINAL SUBDIVISION PLAT LOTS 1 - 3, AND FINAL PUD DEVELOPMENT PLAN <br />FOR LOT 2 <br /> <br />Lathrop asked to be excused because the PUD contains a lot that has <br />been identified for use by Lafayette State Bank and he is on the <br />Board of Directors for the bank. <br /> <br /> <br />
