City Council <br />Meeting Minutes <br />Apnl 19, 2016 <br />Page 15 of 17 <br />3rd AMENDMENT TO NORTH END GENERAL DEVELOPMENT PLAN (GDP) and <br />NORTH END MARKET FINAL PLAT AND PLANNED UNIT DEVELOPMENT (PUD) — <br />SOUTH BOULDER ROAD AND BLUE STAR LANE <br />ORDINANCE NO. 1717, SERIES 2016 — AN ORDINANCE APPROVING AN <br />AMENDMENT TO THE NORTH END GENERAL DEVELOPMENT PLAN (GDP) TO <br />ALLOW 27 ADDITIONAL RESIDENTIAL UNITS AND REDUCE THE COMMERCIAL <br />SPACE TO 40,000 SQUARE FEET — 1ST READING — Set Public Hearing 05/17/2016 <br />RESOLUTION NO. 19, SERIES 2016 — A RESOLUTION APPROVING A FINAL PLAT <br />AND FINAL PLANNED UNIT DEVELOPMENT (PUD) TO CONSTRUCT A MULTI -USE <br />DEVELOPMENT CONSISTING OF 65 DWELLING UNITS AND 40,000 SQUARE <br />FEET OF COMMERCIAL SPACE AT BLOCK 11, NORTH END PHASE II — <br />CONTINUE TO <br />05/17/16 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light introduced Ordinance No. 1717, Series 2016 and Resolution No. 19, <br />Series 2016. Staff recommended City Council set a public hearing on May 17, 2016 <br />and also continue the companion resolution to May 17, 2016. <br />Council member Stolzmann noted there were citizens in the audience wishing to speak <br />on this topic City Attorney Light stated if public comment was heard, it would have to be <br />presented at the public hearing in some form so the applicant would have the <br />opportunity to respond. <br />Mayor Muckle asked for a history on this development and the fiscal analysis of the <br />North End project the way it was originally proposed at the public hearing. <br />Mayor Pro Tem Lipton wanted a chronology; history of what was originally proposed, <br />what was approved, what amendments requested and what was approved, what were <br />the resulting commitments <br />Council member Leh agreed laying out the history was important for the public as well. <br />Mark Cathcart, 1763 Sweet Clover Lane, Louisville, CO noted this development has <br />overlapping interests with the South Boulder Road Small Area Plan When the <br />applicant presented this in the neighborhood, there was a large turnout. Concerns were <br />raised over road access, parking as well as reducing the buildings. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO thought it would be interesting to see <br />how many times "use by right" was used with this project. <br />
