Davidson moved that Council table this issue until such time as the <br />Developer is readY to come back with some answers to the questions. <br />Seconded by Howard. All in favor. <br /> <br />Davidson called for a five minute break. <br /> <br />BREAK <br /> <br />Council returned from break. <br /> <br />RESOLUTION NO. 25, SERIES 1994 - AMENDMENT TO A PUD FINAL <br />DEVELOPMENT PLAN - EXPLOSIVE FABRICATORS, INC. <br /> <br />Paul Wood, Planning Director, stated that Explosive Fabricators <br />were requesting authorization to amend an existing PUD Final <br />Development Plan to install approximately an 800 s.f. press <br />building for a 1,500 ton press used to flatten material. The <br />building will be free standing to the west, between Canyon Street <br />and the existing office building. The Planning Commission approved <br />the PUD by a 5 - 1 vote with nine conditions of approval contained <br />in Resolution No. 10 (SEE ATTACHED). The April 15 plan had been <br />revised in response to the Planning Commission's action. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Craig Evans, Chief Financial Officer for Explosive Fabricators, <br />1301 Courtesy Road (Hwy. 42), Louisville, Colorado, stated that <br />they have been at this site since 1969, employing 100 employees, <br />with approximately 75 of the employees residing in Boulder County. <br />He reviewed the nine conditions of Resolution No. 10 and how they <br />had been met (SEE ATTACHED). <br /> <br />John Simmance, Consultant for Western Vibration Specialists, Inc., <br />Morrison, Colorado, stated that they performed a series of ground <br />motion and air overpressure tests. He reviewed their report, <br />Vibration Study Carried Out on 4/12/94 and 4/14/94 to Determine the <br />Attenuation and Effects of Ground Motion and Air Overpressure From <br />Explosive Forming Operations (COPY AVAILABLE FOR REVIEW/CENTRAL <br />FILE), and clarified Council's questions and concerns (AUDIO TAPE <br />AVAILABLE/CITY CLERK). <br /> <br />Evans explained that at the current measurements of a worse case <br />scenario at the 500' boundary, which is approximately where <br />residential structures would begin, they are operating at 1/6 of <br />the allowable level. He stated that Explosive Fabricators, Inc., <br />has tried to comply with all of the conditions that have been set <br />forth and the concerns that were raised by the Planning Commission. <br />They have performed the tasks at a rate in advance of what was <br />requested by the Planning Commission. He commented that they are <br />committed to implementing any and all of the remaining conditions. <br /> <br />8 <br /> <br /> <br />
