Basso June 8, 2016 TO WHOM IT MAY CONCERN: I am pleased to provide this letter of recommendation in support of the application of Paul D. Basso. I had the honor and privilege of working with Paul D. Basso beginning in December 2001 when I was appointed as the Court Administrator of the Westminster Municipal Court. At that time Judge Basso was a Pro Tern or substitute Judge for our Court. He became the Associate Judge in February 2003, and I worked with Judge Basso until August 9, 2015 when I retired from my position as the Court Administrator of the Westminster Municipal Court. I worked closely with Judge Basso on a daily basis and observed his demeanor both inside the courtroom and with our staff. In the courtroom, Judge Basso based his decisions on the applications of the governing laws and ordinances, and the legal principals of the facts. He was fair and open with all of the individuals that appeared before him. He explained his rulings in a clear, concise and logical manner. His written opinions and court orders were also clear and concise. Judge Basso was organized, responsible, possesses excellent research skills, and was a fair and impartial judge. He was always willing to assist our staff with any questions or concerns that arose. Because of our close relationship, I came to know Judge Basso not only as a jurist, but also as a friend. Judge Basso is caring, honest, loyal, ethical, hard-working, dependable and dedicated. I could always count on him to assist me with legal research, and he would offer ideas and suggestions on my numerous projects and my oversight of the Westminster Municipal Court.
