Cityof
Louisville
COLORADO-SINCE I 878
Memorandum
To: Louisville Historical Commission
From: Bridget Bacon, Museum Coordinator
Date: June 29, 2016
Re: Revised Visitor Policy and Adoption of Museum Master Plan
I have revised the Visitor Policy with respect to the item regarding visitors' open display of
weapons. Information received by the City attorney has led to the current version that is in your
packet and ready for approval.
The process to develop a Master Plan came out of the 2013 City Comprehensive Plan, which
included the following principle: "City policies should encourage a livable community with a
strong sense of history." Under this Comprehensive Plan principle was the policy that the City
should adopt a "Historical Museum Campus Master Plan."
Next, the City engaged Metcalfe Architecture & Design to conduct a needs assessment and
issue a report for the Museum. Metcalfe visited the site and obtained input from the public and
stakeholders at public sessions. Metcalfe's report was finalized in 2014. Metcalfe advised that
the Master Plan should consist of its own Needs Assessment Report, plus an Interpretive Plan
to be written by me, as the staff member who manages the Museum, and a Business Plan to be
written by an outside consultant with expertise in that area.
I presented a draft of the Interpretive Plan to the Commission for discussion at its meeting on
Sept. 2, 2015, and the direction of the Master Plan has been discussed at additional
Commission meetings. I also sought and received input for the Interpretive Plan from a
subcommittee of the Commission. I incorporated the edits and suggestions that Commission
members have made at these meetings.
The City engaged ArtsMarket, Inc. to prepare a Museum Business Plan. ArtsMarket visited in
December 2015 and met with groups of stakeholders in a number of meetings. ArtsMarket's
Business Plan is dated February 2016. I then updated the Interpretive Plan to include
information and references from the Business Plan.
During this period of working on the Master Plan and meeting with the consultants, the
Commission also weighed in on three policies that I presented and that will appear as
appendices in the Master Plan. The Commission approved the Collections Management Policy
1
