City of Louisville Employee Survey
July 2008
Executive Summary
Survey Background
The City of Louisville,CO contracted with National Research Center,Inc. (NRC) to conduct a
city-wide employee survey. Employees received a postcard invitation to complete a Web-based
survey. Employees with email addresses also received one email invitation and two email reminder
messages with the survey link.A total of 112 completed surveys were received, providing a response
rate of 78%.The margin of error for the survey is generally no greater than plus or minus two
percentage points around any given percent reported for the entire sample.
Responses to all evaluative questions were made on a four-point agreement scale (strongly agree,
somewhat agree, somewhat disagree, strongly disagree). To facilitate the creation of composite
ratings (an average across multiple items),the results for these questions are reported on a common
scale where zero equals strongly disagree (the worst possible rating),33 equals somewhat disagree,
67 equals somewhat agree and 100 equals strongly agree (the best possible rating). The margin of
error around a score on the 0-100 scale based on all respondents typically will be no greater than
plus or minus one point.
A statistical procedure known as factor analysis was conducted to identify the underlying question
groupings that could be gleaned from the employees'answers on the survey. These factors or groups
of items were used to create composite ratings that measure aspects of employees'work experience
were reported as average ratings on the 100-point scale. There are composite ratings for the
following aspects of employees'work experience:Job Satisfaction;Job Pride and Contentment;
Supervisor Relationship; Employee Support and Recognition;Employee Fit and Values;Employee
Workspace and Resources;Work Group Quality and Collaboration;Department Communications
and Policies; Growth and Training Opportunities;Employee Evaluation;Employee Benefits and
Programs; and Employer Communication.
Survey Findings
Composite Ratings
For each of the 12 dimensions created from 88 survey items, the average or composite ratings
ranged from 37 to 80 on the 100-point scale. In general, the majority of Louisville employees felt
that their jobs were a good fit for them (80 points on the 100-point scale) and felt less positive about
employee evaluations provided by City(37).
In addition to employee fit and values, other dimensions of the employee experience receiving a
high rating were the workspace and resources available to employees (71 on the 100-point scale) and
supervisor relationships (71).The dimensions of growth and training opportunities (69 points),
employee benefits and programs (68),work group quality and collaboration (67) and job satisfaction
(66) also were rated positively(at least"somewhat"agreeing).
In general, employees took pride in their job and were content(64, or just below"somewhat agree").
Louisville employees felt good about communications from and policies within their department
(giving an average rating of 61 on the 100-point scale, or"somewhat agree"),with half or more
agreeing with the majority of statements in the factor. Employees felt that they were supported and
recognized (60 points or slightly below"somewhat agree").
N
DRAFT Report of Results
1
