City Council Finance Committee <br />Meeting Minutes <br />07/18/16 <br />Page 2 of 6 <br />REVIEW OF UPCOMING 2016 IMPACT FEE STUDY <br />Heather Balser, Deputy City Manager, presented to the Finance Committee the <br />process and timeline for the Impact Fee Study. Ms. Balser stated that the RFP <br />for the contracted services was sent out last week and that responses are due <br />the end of July. Ms. Balser stated a liaison committee is needed to review the <br />responses received, meet with City departments, and draft a recommendation to <br />be presented to City Council in September. <br />The Deputy City Manager stated that she would work with Mayor Muckle to <br />select a City Council representative for the committee and that the remaining <br />members are generally contractors or developers, residents, members of the <br />business community and other Finance and Planning staff. <br />Council Member Maloney asked if the methodology used to determine Impact <br />Fees is still sound, and whether a 5 -year review is prudent. Member Maloney <br />stated that adding an inflationary factor should be considered. <br />City Manager, Malcolm Fleming stated that the methodology used by these types <br />of firms is basically the same and is pretty well defined within the industry. <br />Finance Committee Chairperson, Ashley Stolzmann, stated that the number of <br />acres of park and open space need to be reviewed, along with the cemetery, <br />museum, and a few other facilities that have already been identified and <br />discussed with Planner Robinson. <br />The Finance Committee discussed the use of the number of bedrooms to <br />determine residential impact fee amounts. Finance Committee members stated <br />they had received a few complaints about the fees from residents and builders. <br />Committee Chairperson Stolzmann stated that she is not certain the use of <br />bedrooms is an accurate measurement of impact for all types of City services. <br />Planning Director, Rob Zuccaro stated that he would review the possibility of <br />setting different fees for new home construction versus remodel projects. <br />The report and corresponding narrative can be located in the packet of the July <br />18, 2016 Finance Committee Meeting. <br />REVIEW OF FISCAL IMPACT MODEL <br />Planner Scott Robinson started the discussion of the Fiscal Impact Model stating <br />that Carson Bise of TischlerBise would be available by phone during the meeting <br />to answer Finance Committee questions. <br />3 <br />
