Louisville City Council Meeting
May 6, 2003

CITY MANAGER'S REPORT

City Manager Bill Simmons asked Deputy City Manager Julie Boyd to report on the
progress of the police/municipal court building.

Boyd reported that Staff received updated cost estimates from GTC, the consulting firms
that will provide construction estimates for the facility. She noted the numbers came in
lower than expected, and the construction cost will be within the budget. Some optional
items have been added such as brick with stone accents and an 8,000 SF basement. She
stated the basement came in under the money appropriated, therefore, $64,000 will be
returned to the City budget. She reviewed the schedule as follows: Planning Commission
review on May 14, and Council review on May 20. Bid documents will be available at
the end of May, bid award at the end of June. Construction will begin in July 2003, and
be completed in July 2004. Staff is getting quotes for extending utilities and fiber optics
to the site. Staff will meet with the Horticulture and Forestry Advisory Board to discuss
the plant materials included in the landscaping plan.

Sisk stated he and Council member Keany attend the meetings and follow the progress of
the police/court facility very closely. He assured Council that any remaining funds from
the basement appropriations would be returned to the City budget.

City Manager Simmons asked Recreation/Senior Service Director Keith Williams to
report on Memory Square Pool improvements and the in-line skating rink project.

Williams reported on the May 2nd grand opening of the in-line skating rink. Staff is
completing the work on landscaping, drainage and the timer for the lighting. The project
came in $49,000 under budget, but with $30,000 add-ons for drainage, walkways and
additional lighting, the total cost for the project is currently $26,000 under budget. He
thanked the Finance; Planning; Public Works, Land Management and Recreation/Senior
Services Departments for their cooperative efforts in the in-line skating project. He
reported on the in-line rinks' public schedule, which provides time for leagues and
practice, general public use, birthday parties, and for noon-hour participants in the
business community.

Brown reported the grand opening was well attended and continues to be a popular
facility. He thanked Staff for their cooperative efforts and stated the in-line skating rink
is a wonderful facility.

Williams reported on a study conducted on the Memory Square Swimming Pool, which
divided the necessary improvements into three categories. Those categories are as
follows: 1) Immediate Improvements, 2) Bath House Improvements, and 3) Long-term
Improvements. This year, category 1 would include fencing to eliminate trip hazards;
stabilizing starting blocks; adding 2 lifeguard stations; providing an ADA lift; replacing
heating blocks in the pool heating system; replacing a fence around the wading pool; de-
energizing and removing the power lines in the alley behind the pool; and moving the
