RESOLUTION NO. 47 <br />SERIES 2016 <br />A RESOLUTION ESTABLISHING AN IMPACT FEE LIAISON COMMITTEE TO <br />PROVIDE ADVISORY RECOMMENDATIONS TO CITY COUNCIL REGARDING <br />CHAPTER 3.18 OF THE LOUISVILLE MUNICIPAL CODE AND THE ADOPTION OF <br />AN UPDATED SCHEDULE OF DEVELOPMENT IMPACT FEES FOR CITY CAPITAL <br />FACILITIES <br />WHEREAS, the City strives to be both effective and efficient with public <br />outreach, public involvement and notification for City projects and undertakings; and <br />WHEREAS, the City Council and City staff desire and encourage citizen and <br />stakeholder input regarding the City's periodic evaluation of the City's development <br />impact fees; and <br />WHEREAS, pursuant to Section 3.18.100 of the Code, the City's Development <br />Impact Fees described in Chapter 3.18 shall be reviewed at least once every five years <br />to, among other things, ensure the demand and cost assumptions underlying the Impact <br />Fees are still valid, and that the resulting Impact Fees do not exceed the actual costs of <br />constructing Capital Facilities that are of the type for which the fees are paid and that <br />are required to serve new impact generating development; and <br />WHEREAS, pursuant to Section 10-2 of Louisville Home Rule Charter, the City <br />Council desires to establish an Impact Fee Liaison Committee to provide advisory <br />recommendations to Council concerning the review and update of the City's impact <br />fees. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />1. There is hereby created an Impact Fee Liaison Committee <br />2. The goals of the Liaison Committee shall be to: <br />a. Work with staff and City officials to facilitate and evaluate Impact Fees. <br />b. Assist and participate in an impact fee study to collect and evaluate data <br />and obtain comments from the community. <br />c. Meet with impact Fee Consultants to review methodology and assess <br />recommendations. <br />d. Propose an Impact Fee Schedule based on the Impact Fee Study. <br />3. The Liaison Committee will consist of 9 members of the community <br />recommended by the Mayor and appointed by the City Council with an interest in <br />and knowledge of the topic. <br />Resolution No. 47, Series 2016 <br />Page 1 of 2 <br />
