RESOLUTION NO. 47, SERIES 2016 — A RESOLUTION ESTABLISHING AN <br />IMPACT FEE LIAISON COMMITTEE TO PROVIDE ADVISORY <br />RECOMMENDATIONS TO CITY COUNCIL REGARDING CHAPTER 3.18 OF <br />THE LOUISVILLE MUNICIPAL CODE AND THE ADOPTION OF AN UPDATED <br />SCHEDULE OF DEVELOPMENT IMPACT FEES FOR CITY CAPITAL <br />FACILITIES <br />2. APPOINTMENT OF MEMBERS TO IMPACT FEE COMMITTEE <br />Mayor Muckle stated the City reevaluates impact fees every five years to determine if <br />the fees we are charging are defensible and reasonable. This process will form a task <br />force to advise Council on the fees and if they need to be adjusted. The suggested list <br />of task force members was created by the Mayor and Councilmember Maloney with <br />staff help. <br />Councilmember Loo noted Councilmember Maloney needs to the added to the list of <br />members as the Council liaison to the Committee. <br />No public comment. <br />Mayor Muckle moved to approve Resolution No. 47, seconded by Councilmember <br />Keany. All in favor. <br />Mayor Muckle moved to approve the list of members adding Councilmember Maloney <br />as the chair of the committee. Councilmember Keany seconded. <br />City Attorney Light noted that if Councilmember Maloney is to be added as a voting <br />member, the previous resolution must be amended to change the number of members <br />from eight to nine. Councilmember Stolzmann made a motion to reconsider Resolution <br />47, seconded by Mayor Muckle. Mayor Muckle moved to amend Resolution No. 47 to <br />change it to nine members, seconded by Councilmember Keany. All in favor. <br />Mayor Muckle moved to approve the list of committee members with Councilmember <br />Maloney to be the chair. Councilmember Keany seconded. All in favor. <br />Councilmember Loo left the room. <br />APPOINTMENT OF PRESIDING MUNICIPAL JUDGE <br />Councilmember Leh stated the Legal Review Committee has worked to recruit, <br />interview, and recommend someone to fill the current vacancy of the Presiding <br />Municipal Judge in the Louisville Court since the June retirement of Judge Bruce Joss. <br />The Committee vetted 13 applicants for the position, all well qualified. The committee <br />narrowed it down to Kristan Wheeler who is currently an associate judge in other <br />
