Sharon Asti-Caranci, acting City Administrator, passed around additional information on the Coal <br />Creek/Rock Creek Trail. Boulder County is asking for an additional $50,000 in 1995, which was not <br />included in the CIP Fund. <br /> <br />Mayer wanted to know what the cities of Boulder, Lafayette, and Superior are doing. <br /> <br />Davidson wanted to know why it wasn't being funded the way it was originally planned. <br /> <br />Asti-Caranci explained that Boulder County would come back at some point and give Council an <br />update on this whole trail. She was going to get answers to those questions by September 12. <br /> <br />RESPONSES TO COUNCIL'S COMMENTS AND QUESTIONS FROM THE AUGUST 24 <br />BUDGET WORK SESSION <br /> <br />Sharon Asti-Caranci, acting City Administrator, stated that a summary of the number of vehicles by <br />department was on page 63 of Council's packet, followed by further justification on Parks/Open <br />Space and athletic field maintenance workers. As far as Parks/Recreation fees, they will have to be <br />studied further, so new youth programs in the Budget had been eliminated until the study is <br />completed. <br /> <br />DISCUSSION - CONSIDERATION OF ACTING CITY ADMINISTRATOR'S <br />RECOMMENDATION TO BALANCE 1995 GENERAL FUND BUDGET <br /> <br />Sharon Asti-Caranci, acting City Administrator, reviewed her August 31, 1994, memorandum (SEE <br />ATTACHED) outlining proposed recommendations for Budget cuts, which was done as a joint effort <br />with department heads. <br /> <br />Davidson wondered if Council should be funding new programs from Reserve Funds. He also could <br />not see cutting the Police officer by one. He felt adding two was a bare minimum. <br /> <br />Mayer wanted to make sure that the city is not dependant on growth. <br /> <br />Sisk suggested hiring one new officer and one new Police car for the Police Department. <br /> <br />Davidson stated he would rather buy one less Parks vehicle than give up one of the Police cars. He <br />wanted the Police officers left in the Budget, with one of them being hired in six months, rather than <br />both being hired right away, saving half the cost. He wanted the Director of Parks & Recreation to <br />review the number of people he wanted to hire for possible cuts until next year. He wanted the <br />Library, with the .65 people and the reduction of four hours, to see if it could be done with .45. He <br />wondered what would be the result of not getting .65. Are there other options? He wanted them to <br />look at phasing the money and seeing how many of those things the city could fund and how much <br />is a reasonable amount to take out of the reserve to fund the remainder. <br /> <br />4 <br /> <br /> <br />
