Planning Commission <br />Staff Report <br />March 10, 2016 <br />Traffic <br />The applicant has provided a traffic impact analysis, attached below. The analysis <br />concludes the development would not have adverse impacts and the nearby <br />intersections would continue to operate at acceptable levels of service for the <br />foreseeable future. <br />Boulder Valley School District <br />The Boulder Valley School District was a referral on this project and provided a letter <br />with the following statement "The North End Market Final PUD application proposes to <br />add 31 senior condominiums and 34 unrestricted condominium units with an anticipated <br />student impact of 2 students on Louisville Elementary, 1 student on Louisville Middle, <br />and 3 students on Monarch High School. When considering this and all other <br />development activity in Louisville, and resident enrollment growth within the attendance <br />areas of Louisville schools, Louisville Middle and Monarch High are able to <br />accommodate projected growth. Louisville Elementary, however will likely reach its <br />program capacity within 5 years should growth within the existing housing stock of <br />central Louisville continue at the pace of recent years. Elementary capacity in Louisville <br />as a whole, however, is ample to accommodate continued enrollment growth." <br />The letter continues to state "recent enrollment growth at Louisville Elementary continues <br />to be managed by restricting open enrollment thus reducing the proportion of enrollment <br />from outside the school's attendance area. As of the preliminary October 1 count, <br />approximately 39 open enrolled students occupied the seats the school and continued <br />restrictions will eventually make these seats available to new resident students." <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the requested GDP amendment, final Plat, and final PUD <br />to allow for the development of The North End Market. The proposal would allow for the <br />development of approximately 40,000 SF of retail/office and 65 residential units (31 age <br />restricted units and 34 non -restricted units) on a 4.55 acre site, with the following <br />conditions: <br />1. The 55 years and older age restriction shall be placed on the deed of each age <br />restricted unit and shall also be included in the subdivision agreement. <br />2. An additional sidewalk connection shall be added to the South Boulder Road <br />sidewalk on the east side of the access drive. <br />3. The applicant shall continue to work with the Public Works Department on the <br />items listed in the March 2, 2016 memo.
