JeffEchert, 5350 Manhattan Circle, Suite 104, Boulder, Colorado 80303, President of Coast to Coast
Development Corporation, felt they were a victim of an action taken against Vic Caranci by City
Council on August 2. They had purchased a lot from Mr. Caranci on June 3, with the Deed being
recorded on June 10. They had been told by city staff that there would be no problem in issuing a
building permit. They had asked directly if the city's conflicts with Mr. Caranci, growth allocation,
or city services should prevent them from getting a building permit. They were told "No, those issues
are not a concern to issuance of a building permit." Staff had told Echert that the city did a search
prior to placing liens on the lots and that only lots that Mr. Caranci held title to were affected by that
action, but the title information used in the process was outdated. They asked Council to direct staff
to remove the lien on their lot, Block 1, Lot 13 (2015 Eisenhower). He felt this lien was an honest
oversight by the City of Louisville. He explained that there were other lots that were not liened or
notified that are not owned by Mr. Caranci. He didn't feel it was the city's intent to lien lots other
than Mr. Caranci's.

Davidson asked Mr. Echert to send him a letter detailing this information and it would be put on the
Council's Agenda for the next meeting.

Susan Griffiths, City Attorney, had received a letter from his partner Bill Echert, which she offered
to submit to the Mayor for him.

Richard Doll, 2124 Centennial Drive, Louisville, Colorado, owner of Block 1, Lot 8, which they
closed on January 15, 1994. He was married in July and came back from the honeymoon to find a
letter in the mailbox stating that they would not be able to build on their land. They had been in
contact with Sharon Asti-Caranci. He offered to also write a letter detailing his ordeal.

Davidson called for anyone else wishing to speak on any item not on the Agenda.

NONE

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS
NOT ON THE AGENDA

Davidson thanked all of the committees and people who worked on the Fall Festival, even some
members of Council who had worked on the committees.

Sisk thanked Mayor Davidson and Councilman Keany for their participation in the parade. He
appreciated Dianne Shanks fine job.

Howard thanked both the Senior Advisory Board and the Historical Commission for all of their work
on the historical video for the City of Louisville.

Lathrop stated that, even with the Code Enforcement Officer's assistance, he will continue to collect
illegal signs.

3
