City Council <br />Meeting Minutes <br />October 18. 2016 <br />Page 6 of 14 <br />space parcels. He was willing to withdraw his amendment to add the resource manager <br />position if the seconder is willing. Councilmember Stolzmann as the seconder asked for <br />a vote on whether or not the position should be funded in 2017. <br />Councilmember Maloney agreed this is the last position of the open space and parks <br />priorities and he doesn't feel comfortable including it over other positions. <br />City Manager Fleming added that funding the playground equipment from the <br />Conversation Trust Fund would deplete that Fund entirely so it would require cuts or <br />funding from Capital Fund reserves. <br />Councilmember Stolzmann stated she would move some items from the Conversation <br />Trust Fund to the Open Space Fund. <br />A roll call vote was taken on whether or not to include the resources manager position in <br />the 2017 budget. The vote was 5-2 not to include it, Mayor Muckle and Councilmember <br />Stolzmann voted to include it. <br />Mayor Muckle clarified the motion now stands to bring back the current version of the <br />budget proposal as presented this evening with the Golf Fund changes and the changes <br />to the Conservation Trust Fund. All in favor. <br />DISCUSSION/DIRECTION <br />DRAFT MCCASLIN BOULEVARD SMALL AREA PLAN <br />Director Zuccaro introduced the item thanking everyone for their involvement in this <br />Plan. He noted the goal is to find consensus on this Plan. He stated this is the first <br />review of this plan and there are plans for two more meetings scheduled on November <br />1 and December 6. This plan area encompasses the McCaslin Corridor from US 36 to <br />Davidson Mesa. This plan is an extension of the 2013 Comprehensive Plan, and is <br />designed to identify how this area is to function and generate revenue for the City. The <br />Plan is designed to mitigate traffic impacts and maintain the small town character of <br />Louisville and should meet the vision and core community values of the City as <br />identified in the Comprehensive Plan. This Plan is not regulatory but it is a vision <br />document to guide capital improvements and help staff and developers understand the <br />area and what the City wants. <br />Director Zuccaro stated there are 14 core community values in the Comp Plan, four of <br />note tonight in relation to the Plan: <br />1. Livable Small Town Feel of the Community <br />2. Healthy Vibrate Sustainable Economy <br />3. Balanced Transportation System <br />4. Integrated Open Space and Trail Networks <br />
