Asti-Caranci stated that it would not. <br /> <br />Mayer asked Council to consider taking a portion of what is going to the General Fund and <br />dedicating that to open space. <br /> <br />Davidson asked staff, before final passage of this ordinance, to let Council know how much money <br />is in the General Fund reserve, excluding this amount that would be repaid back. <br /> <br />Lathrop moved that Council approve Ordinance No. 1163, Series 1994, and set out for publication <br />and set a public heating for October 18, 1994, the purchase of the Warembourg property. Seconded <br />by Mayer. <br /> <br />Howard stated that when Council came back to this ordinance in two weeks, he preferred seeing the <br />ordinance the way it is. If anything would be done with the General Fund, he preferred it to be a <br />separate action. <br /> <br />All in favor with Sisk being absent. <br /> <br />DISCUSSION - DOGS WITHOUT LEASHES <br /> <br />Davidson stated that he and Councilman Lathrop and his two dogs had walked the mesa trail looking <br />for a location for which a "dogs off leash" program could be tried as a pilot. They felt the northwest <br />quadrant of the property would be appropriate. He commented that if Council chose to move <br />forward, they would have to change the leash ordinance to allow dogs off of leashes in designated <br />locations. <br /> <br />Mayer stated that if the dogs are allowed off of the leashes, the owners are still responsible for the <br />conduct of their dogs. He wanted a map of the designated area. <br /> <br />Davidson stated that the dogs would have to be under voice control. <br /> <br />Steve Baysinger, Parks & Recreation Director, wanted the opinion of the Colorado Division of <br />Wildlife on this area. <br /> <br />Howard wanted an understanding about how the leash laws, while on the trail, could be enforced. <br />He wanted the citizens informed about the site and the enforcement hours. He wanted to make sure <br />that Louisville was not setting itself up for any legal action by sanctioning an area for unleashed <br />animals. <br /> <br />Levihn is opposed to the idea, as there are already enough complaints for Code Enforcement to <br />handle. He felt it was an "open can of worms." <br /> <br />Davidson directed the City Attorney to bring this back to Council in draft form. <br /> <br /> <br />
