Keany asked Council to consider, instead of transferring $500,000 out of the General Fund into the
purchase of open space, spending the money on expanding the Recreation Center, or some other area.

Sisk moved that Council approve Ordinance No. 1163, Series 1994, on second reading, as originally
proposed. Seconded by Mayer. Roll call was taken. Motion passed by a 6 - 0 vote with Davidson
being absent.

PUBLIC HEARING/APPROVAL - CABLE TELEVISION RATE ORDER

Chris Miller, Assistant to the City Administrator, stated that Scripps Howard sought Council's
approval to reduce the basic rates from $8.47/month to $7.93/month, per the F.C.C.'s order to all
cable operations in the nation to reduce their rates by 7%. Sharon Asti-Caranci handed out an
amended rate filing for Council to consider that would raise the basic rate from $7.93 to $7.96.

Howard opened the public hearing calling for anyone wishing to speak on this item.

Kerry Kalbfleisch, Scripps Howard, 434 Kimbark, Longmont, Colorado, stated that the Consortium
audited the amended return. The increase was due to an error in the equipment revenue, which she
discovered prior to the audit. It will be 2 - 3 years before Scripps Howard will be able to pass along
any inflation to the subscribers.

Susan Ca/friths, City Attorney, asked if Kalbfleisch had looked at the draft rate order and if she had
found any provisions that needed to be corrected.

Kalbfleisch had looked at the document and had not found any needed corrections other than the
three cents.

Howard called for anyone else wishing to speak on this item.

NONE

Howard closed the public hearing and called for Council questions, comments, or motions.

Sisk moved that Council approve the Cable Television Rate Order requiring Scripps Howard Cable
to reduce basic service tier cable rates under the F.C.C. form 1200 and 1205, with the proviso that
the basic service tier rate be $7.96 instead of $7.93, as originally proposed. Seconded by Lathrop.
Roll call was taken. Motion passed by a 6 - 0 vote with Davidson being absent.

ORDINANCE NO. 1164, SERIES 1994 - AMENDING SECTION 2.68.050 OF THE
LOUISVILLE MUNICIPAL CODE REGARDING POSITION CLASSIFICATION AND
SALARY STRUCTURE - 1ST READING - SET PUBLIC HEARING 11/1/94
