Open Space Advisory Board <br />Minutes <br />October 5th 2016 <br />Page 2 of 5 <br />J. The mayor wants to do ranger & mayor walk with citizens similar to the walk <br />hosted in 2015. <br />VI. Board Updates - <br />A. Laura confirmed that she will be representing OSAB at the PPLAB meeting <br />tomorrow (Oct. 10) as a liaison. <br />B. Missy had a citizen express concern about Walnut Open Space Park. The <br />citizen felt that changes in management practices could damage critical and beloved bird <br />habitat at Walnut. <br />C. Jeff announced that there is a sale sign on the Mayhoffer property along Hwy. <br />42. The current proposal is to divide the land into 35 -acre house lots. He pointed out <br />that there hasn't been any action with the City or County rezoning this land, and any <br />houses built there couldn't have utilities without rezoning. The City is in contact with <br />potential land -buying partner Boulder County, and the County thinks the asking cost for <br />the land is still too high. <br />D. Jeff reported that after many discussions, City Council has decided not to <br />change any of the rules about term limits for City boards and commissions. <br />E. Missy pointed out that Erie has built an excellent bike park on land that is <br />reclaimed or owned by other entities, and she felt this might be a good approach for <br />some land, like the Conoco Philips land within our City. Helen thought this might be <br />more of a Park use than an Open Space use. Missy would like to see this topic explored <br />at some point. <br />F. Helen listed a few comments that Laura sent her about OSAB's CIP memo to <br />Council. Helen asked OSAB members whether to add a memo in support of Malcolm's <br />suggestion to hire a resource management position for Open Space. The board was <br />enthusiastic about this idea, as it would reflect the board's stated priority of resource <br />protection and restoration. Jeff cautioned that funding for this hire would have to come <br />out of the Open Space & Parks Fund. <br />VII. Public Comments on Items Not on the Agenda - <br />A. none <br />VIII. Discussion Item: Agenda for City Council Meeting on October 12th - <br />Ember reported that Joe is hoping that many OSAB members can attend the <br />meeting, hear the City Council's conversation, and discuss operation and capital plans <br />for the Open Space & Parks Fund. Ember will send OSAB members a link to the <br />Council packet to review by Friday. Chris, Spencer, Linda, Helen, Missy are all planning <br />to attend. Laura cannot. Jeff reported that these meeting have been very focused and <br />so far, no citizens have been attending, so the impact of OSAB members attending <br />could be powerful. <br />IX. Discussion Item: Agenda Items for Joint Meeting with Lafayette on Nov. <br />9th. <br />Helenreviewed the ideas she had listed in the meeting packet. They include <br />asking Lafayette about: their contracted educational programs, their code enforcement, <br />issues around their dog park, their new wayfinding program, their grassland restoration <br />projects, and their Isabelle Farm project. They also include sharing our wayfinding <br />project with Lafayette. <br />3 <br />
