Historic Preservation Commission <br />Meeting Minutes <br />October 17, 2016 <br />Page 13 of 19 <br />o Doors and windows - $5,000 (only includes new windows and doors) <br />o Mechanical systems - $12,000 <br />o Electrical systems - $4,720 <br />TOTAL - $26,590 (max $5,000) <br />Focused Grants <br />"Sustaining the existing form, integrity, and material of a historic property" <br />Limited to a total of $15,000 with a match of $15,000 <br />o Site grading and drainage —$3,000 <br />o Foundation — $64,000 <br />o Structural systems — $18,220 <br />o Exterior walls — $12,960 <br />o Envelope —Roofing - $4,200 <br />o Envelope — Insulation - $5,403 <br />o Doors and Windows - $7,500 (only includes repair of existing) <br />TOTAL - $115,283 (max $15,000) <br />Applicant has requested coverage for permits, which is not covered under the HPF grants. <br />Maximum Grant Amount <br />Resolution No. 2, Series 2012, Section 7 (b) states the following: <br />"Any grant exceeding the above limitations shall be conditioned on the applicant matching <br />at least one hundred percent (100%) of the amount of the grant with expenditures or an <br />equivalent value of approved in-kind services that are integral to the project that is deemed <br />eligible for a grant from the Historic Preservation Fund." <br />Applicant is providing a 100% match. <br />Extraordinary Circumstances <br />Resolution No. 2, Series 2012, Section 7 (b) states the following: <br />"These limitations may be exceeded upon recommendation of the Historic Preservation <br />Commission and approval by City Council upon a showing of extraordinary circumstances." <br />Existing structure sits on concrete slab with no foundation <br />Typical cost for foundation repair can be up to $8,000 <br />Estimated cost install for a new foundation is $64,000 <br />Staff concurs that the foundation cost is an "extraordinary circumstance" <br />Staff does not find that any of the other work items meet the "extraordinary <br />circumstances" criterion <br />Staff Recommendations: <br />Staff recommends that the grant be limited to $52,000. <br />$20,000 grant maximum <br />$32,000 grant to cover extraordinary foundation costs (with $32,000 match) <br />Staff recommends approval of Resolution No. 9, Series 2016. <br />Commission Questions of Staff. <br />Chuck Thomas says can we pass a resolution that includes a revolving loan fund for the <br />balance of the amount they are calling for? <br />
