Historic Preservation Commission <br />Meeting Minutes <br />October 17, 2016 <br />Page 5 of 19 <br />Staff Report of Facts and Issues: <br />Trice presents from Power Point: <br />LOCATION <br />301-333 East Street <br />Between the railroad and Highway 42, North of Lock Street <br />Five structures currently on the property <br />HPC will focus on #1, #3, and #4 which were built prior to 1955 <br />1. <br />Frame structure, circa 1907 (encapsulated in brick post 1987) Staff finds there is no <br />architectural integrity left of the original 1907 structure based on the brick encapsulation. <br />It is difficult the historic structure within it. <br />2. Concrete block structure, post 1987 <br />3. Wooden chicken coop, date unknown Staff finds it is unclear how long this structure has <br />been on this site. Staff does not find that it holds enough significance in order to make <br />the property eligible for landmarking. <br />4. "Boarder" House, constructed pre 1948 Staff says it is possible it was moved to a <br />different location on the property, or moved from somewhere elsewhere to the property. <br />This structure is not in good shape. The siding is falling off or missing. It has different <br />roofing materials. The windows and doors appear to still be there, but are not being used <br />as windows or doors. <br />5. Stone structure, post 1987 <br />Social Significance - Exemplifies cultural, political, economic or social heritage of the <br />community. <br />The property was the home of members of the Gelsomino and Annunciata Romano family for <br />80 years. <br />Staff Recommendations: <br />The HPC may release the permit, or place a stay on the application for up to 180 days from the <br />date of date of issuance of the planning department referral, which was September 6, 2016. <br />The stay would expire on March 5, 2017. <br />
