Local Licensing Authority <br />Minutes <br />October 24, 2016 <br />Page 4 of 4 <br />Authority members discussed the police report and whether to issue an order to <br />show cause for serving an intoxicated person. Members decided not to issue an <br />order to show cause. <br />Tennessen moved a letter be sent to the establishment suggesting they should <br />have called the police earlier in the evening about the disturbance. Carlson <br />seconded. Voice vote: 4-1 Machado voting no, Hervey absent. <br />B. Incident Report — Henry's — 8/7/16 <br />The Authority talked about the amount of alcohol reported to be served and the <br />time line. It was noted the patron in question was likely drinking at a different <br />establishment before arriving at Henry's. <br />Lipton moved the Authority send a letter to Henry's. Carlson seconded. All in <br />favor. Hervey absent. <br />C. Incident Report — Waterloo — 8/20/16 <br />Authority members Tennessen and Lipton disclosed they know the family of one <br />of the parties involved. Both felt they could be fair and impartial in reviewing this <br />case. The timeline and where alcohol was consumed was discussed by the <br />Authority. <br />Tennessen moved the Authority order a show cause hearing for serving a visibly <br />intoxicated person during the incident occurring at Waterloo on 8/20/16, set the <br />hearing for the Authority meeting in January and appoint a special prosecutor. <br />Lipton seconded. Voice vote: 4-1 Machado voting no, Hervey absent. <br />Secretary's Report <br />Secretary Hanson reported the September seller/server training was well <br />attended. <br />Authority Attorney's Report <br />No report. <br />Authority Comment <br />No comments. <br />Adjourn — Lipton moved to adjourn. Tennessen seconded. All in favor. The <br />meeting was adjourned at 7:43 p.m. <br />
